As part of the RWFS, the City hosted a recycled water workshop for potential recycled <br /> water customers, and requested interested customers to submit letters of interest. <br /> Numerous irrigation customers, representing significant portions of Hacienda Business <br /> Park, responded to these requests with interest. Irrigation customers outside of <br /> Hacienda Business Park also expressed interest; they include Stoneridge Mall Rd, <br /> Valley Business Park, and Callippe Golf Course. <br /> The completed RWFS was approved by the State Water Resources Control Board on <br /> June 4, 2013. The Study has been submitted to the Bureau of Reclamation where it is <br /> pending final review for Federal authorization. This authorization will make the project <br /> eligible to receive as much as 25% of construction cost through the Title XVI <br /> Reclamation Wastewater and Groundwater Study and Facilities Act of 1992, if funding <br /> becomes available. <br /> DSRSD and DERWA Agreements <br /> Pleasanton does not have the facilities needed to produce a recycled water supply and <br /> the treatment and delivery of recycled water to Pleasanton requires formal agreements <br /> with two entities: DSRSD and DERWA. A brief summary of each Agreement is as <br /> follows: <br /> • DSRSD Fifth Supplemental Agreement for Wastewater Disposal Services — The <br /> purpose of the contract between DSRSD and the City is to define the partnership <br /> terms necessary to integrate recycled water supply, operation and facilities <br /> between the two Recycled Water Programs. DSRSD will provide recycled water <br /> from the Recycled Water Treatment Facility (located in Pleasanton) for the City's <br /> Recycled Water Program, upon the effective date of the DERWA-City Agreement <br /> (below). <br /> • DERWA Agreement to Provide Recycled Water Treatment and Delivery Services <br /> (referred to as the DERWA-City Agreement) -- The purpose of the contract <br /> between DERWA and the City is to establish the terms and conditions under <br /> which DERWA will provide recycled water treatment and delivery services to the <br /> City. It details the costs associated with these services, as well as costs <br /> necessary to expand treatment capacity once the City's recycled water demand <br /> is predicted to exceed "firm" capacity. <br /> As of this time, both the DSRSD and DERWA governing boards have approved these <br /> agreements and as such, they're being presented for City Council consideration. <br /> DISCUSSION <br /> During the development of the RWFS, the City entered into an Interim Recycled Water <br /> Supply Agreement with the City of Livermore to supply recycled water to the developing <br /> east side of Pleasanton. Consequently, the recommended project is divided into <br /> phasing based upon water supply source. The East Side Phase consists of developing <br /> Staples Ranch, which currently serves the landscape medians along El Charro and <br /> Page 3 of 4 <br />
