BRUCE FIEDLER SUPPLEMENTAL MATERIAL
6589 Hemlock Street Provided to the City Council
Dublin, CA 94568 After Distribution of Packet
925.828.7626
October 22, 2013 Date
Idea kze)
Pleasanton City Council
Pleasanton Housing Commission
Mayor Thorne, Commissioner Casey, Council Members and Commissioners:
After more than a decade of discussion, three sets of consultants, and more than fifteen
different site plans, a blueprint for the rebirth of Kottinger Place and Pleasanton Gardens
as Kottinger Gardens is finally coming to you for approval.
Like all plans, this is a compromise to make best use of land, space and money while
trying to meet the needs of present and future residents and the community as a whole.
And I think it mostly meets the goals set out by the Taskforce long ago, including:
* Retains existing rent levels with existing tenants
* Increases the number of units consistent with City design standards
* Owned and operated by a not-for-profit housing corporation
* Designed for aging-in-place, but retains "independent living"status
* Energy efficient
* Has a design that retains a "garden" feel similar to existing developments
* Affordable for perpetuity
* City retains ownership of land
* Assumes demolition of buildings at Kottinger Place and Pleasanton Gardens
* Minimizes impact of relocation on existing residents
* Consolidates management of sites on both sides of Kottinger Drive
You may expect some future adjustments to the layout of buildings and apartment plans,
just as we saw with the development of both Ridge View Commons and Parkview. This
is normal in an undertaking of this complexity. But you should give this project your
unanimous approval so it can start to move through the PUD process.
Though I no longer serve as a Taskforce alternate for the Directors of Pleasanton
Gardens, I have continued to provide input based on twenty-six years of on the ground
experience serving low-income elders in this community. I hope that it has been helpful.
With that in mind, I would urge you to continue a 100% smokefree policy to enhance the
safety and health of residents and staff(also gives bonus point in tax credit competition),
and to seek to have construction that will meet at least LEED Silver standards.
Do not hesitate to contact me directly should you have any inquiry regarding this letter
or how this design will affect operations and be a supportive environment for residents.
Best Reg
Bruce Fiedler UA-C1,1 4
cc: Taskforce/MidPen
