Ms. McGovern had a concern about the soccer stadium and it being multiuse. She had <br /> a concern over cement seating facing east; and wondered if this a good idea due to the heat? <br /> Mr. Rasmussen stated it could potentially have wood seats on top of the concrete; he <br /> stressed that this is for illustrative purposes only. We need to stress the flexibility of the plan. <br /> Ms. McGovern noted her concern over sports field maintenance and early morning <br /> lighting; can lights be turned on as early as 4 a.m.? She does not like the idea of lighting the <br /> fields that early. There was discussion of weekend traffic on Bernal with all the events and <br /> activities but the report includes only weekday traffic. <br /> Mr. Rasmussen stated that there is no model to illustrate weekend traffic, but clearly the <br /> issue must be dealt with on a case-by-case basis. Scheduling and coordinating between events <br /> and locations will be important to addressing traffic issues. <br /> Mr. Sullivan commented on flexibility and allowing the plan to evolve over time and <br /> keeping with future needs; how will this be addressed in the ballot? <br /> Mr. Rasmussen stated that the sub area map helps in this manner as it provides <br /> flexibility while limiting ranges of land uses in the whole plan. The illustrative map is for how the <br /> property might or could develop and how the different uses affect each other. <br /> Mr. Sullivan stated that the ballot needs to make that clear; the zoning map provides <br /> uses, and that this is a critical issue. <br /> Mr. Roush clarified the process and what the voters are asked to vote on; part of the <br /> voter material will be various sections of the plan that provide a range of uses. The question will <br /> be fairly simple, but there will be a variety of materials and references made available to the <br /> public on the issue. <br /> Mr. Sullivan commented that the concept plan and the details of each feature still needs <br /> to occur, e.g. size and scope of each project. <br /> Mr. Fialho stated that, in the future, there would be a series of master plans for each <br /> proposed project coming forward for discussion. <br /> Mr. Sullivan noted that the details would still come before the Council, commissions, etc <br /> so that the public can still comment on each project. He asked about what happens if the Level <br /> of service reaches D inside the property. Does this mean we would later expand the parking <br /> and traffic lanes? <br /> Mr. Rasmussen noted that the traffic model has been run with a variety of factors and <br /> staff is assuming that we won't achieve a Level D traffic situation; however, constant monitoring <br /> of the traffic impact upon the development of each project will need to occur. <br /> Mr. Sullivan commented that it seems inconsistent with the project and property to have <br /> large streets, traffic and lights. <br /> Mr. Thorne stated that he assumed the youth center is part of the Master Plan <br /> Pleasanton City Council 7 05/16/06 <br /> Minutes <br />
