Mayor Hosterman asked that when it is taken to the community to vote, will they know <br /> the specific aspects of the park; would it be more specific or general? <br /> Mr. Fialho clarified that staff is looking into the matter and the process at this time; the <br /> information available to the public would include text, a sub-area map and the illustrative map. <br /> He would like to use a variety of tools to get the information out to the community. <br /> Mr. Roush commented that Measure X addressed the Phase II land use plan only not <br /> the rest of the property. He said that the Council has not made a final decision whether to <br /> submit the Community Park to the voters. <br /> Mr. Brozosky commented about circulation and bicycle traffic. He is concerned about <br /> merging bikes with traffic on the roundabouts proposed; he asked if multi-use trails should be <br /> used instead as primary trails for bikes. <br /> Mr. Rasmussen explained two options for working with bicycle traffic. <br /> Consultant John Dowdon commented on separating the bicycle traffic from the vehicular <br /> traffic when designing roundabouts in order to address safety issues. <br /> Mr. Brozosky commented that his impression is that bicycle traffic should have separate <br /> routes. <br /> Mr. Dowdon stated that the final designs may separate the traffic at the conflict points; <br /> this requires more property, but it increases safety. <br /> Mr. Brozosky asked what could be changed at this point in the design process. <br /> Mayor Hosterman commented on traffic circulation and safety issues, and asked if <br /> Exhibit B addresses the issues. <br /> Mr. Rasmussen responded that staff could add a condition to refine the traffic lanes in <br /> order to develop the safest route. <br /> Mr. Brozosky stated that a policy might need to be developed to address school children <br /> traveling safely to and from school within the Bernal property. The policy could provide for the <br /> separation of the bicycle and pedestrian traffic. <br /> Mr. Sullivan commented that policy direction could occur after the public hearing <br /> discussion. <br /> Mr. Fialho stated that upon looking at the map, it appeared that vehicular access can be <br /> separated from bicycle access. <br /> Mayor Hosterman commented that this could be included in the motion. <br /> Mr. Brozosky asked for clarification on Exhibit B, page 59, if lanes or turn lanes were <br /> being added. <br /> Pleasanton City Council 5 05/16/06 <br /> Minutes <br />
