Mayor Hosterman thanked Safeway for its support as a corporate donor in the community and made note that Foothill High School also participated in the "We the People" competition and came in second in the State. Pamela Ott, Economic Development Director, announced the businesses celebrating their 15-year anniversary and thanked them for their service to the Pleasanton community. Steve Woodward, a Pleasanton resident addressed the Council regarding bicycle transportation in the area. He commented on the increase of construction debris and requested the Vineyard Avenue project include a bicycle path. Mr. Fialho noted the matter would be given to the Public Works director to respond. 6_ PUBLIC HEARINGS&OTHER MATTERS 6a Draft Bernal Property Phase II Specific Plan. Draft Bernal Community Park Master Plan, and the Combined Final Environmental Impact Report for Both Plans(SR 06:142) Wayne Rasmussen, Planning Consultant, presented the staff report. 1. Consideration of certification of the Final Environmental Impact Report (EIR) for the combined Bernal Property Phase II Specific Plan and Bernal Community Park Master Plan project. 2. Consideration of adoption of the Bernal Property Phase II Specific Plan for the 318-acre City-owned property located south of Bernal Avenue along both sides of 1-680. Plans call for the future development of a series of potential public and quasi-public facilities within an open space/park-like setting. 3. Consideration of adoption of the Bernal Community Park Master Plan for approximately 50-acres located in the eastern portion of the Phase II Specific Plan area. Plans call primarily for a series of lighted sports fields and related facilities (SR 06:142) Mr. Fialho stated that Wayne Rasmussen would introduce the matter with a presentation. Staff is asking the Council to certify or adopt the documents this evening. The next meeting will have the draft ballot language to address this issue; later this summer a detailed financing plan will be presented. He said that this property is a high priority for the Council and he is excited to make the presentation this evening. Wayne Rasmussen, Planning Consultant, presented the report to the Council. Mayor Hosterman asked about which issues would need to be voted on at this meeting. Council is being asked to take 'straw votes' on several recommendations in order to direct staff. She asked if the Council would be voting on issues raised by the Commissions. Mr. Rasmussen clarified the items for the straw vote.
