Citizens for a Caring Community
P.O. Box 1781 , Pleasanton CA 94566
June 6, 2013
East Pleasanton Specific Plan Task Force
Brian Dolan,Director of Community Development
Janice Stem,Planning Manager
City of Pleasanton
Pleasanton,CA 94566
Dear Task Force members,
Here is the source and worksheet background for my earlier comments, which you received yesterday.
Employee density information was derived from the Pleasanton General Plan Land Use Element,Table 2-4
on page 2-17:
TABLE 2-4: EMPLOYEE DENSITY STANDARDS
Workplace Type Average Square Foot Per Employee
Office 300
Research& Development 340
Light Manufacturing 435
Warehouse/Service Industrial 560
Service Commercial 625
Retail 510
Restaurant 170
Hotel/Motel 1,370
Source:ITE(Institute of Transportation Engineers)Trip Generation Manual,7m Edition rates, adjusted for Pleasanton.
Information on earnings and wage distributions for various occupation categories,as well as the metrics for
employees generated by the various types of market-rate housing development came from information
published in 2011 by the Economic Roundtable entitled Affordable Housing Benefu Fee Study:The Nexus
between New Market-Rate Development and the Subsequent Increase in Demand for Affordable
Housing in the City of Los Angeles. While the information isn't adjusted for Pleasanton or the Tri-
Valley, it is recent, and gathered from a wide range of southern California communities that are part
of the State's economy. Pleasanton will soon have its own nexus study in Band which will provide
more precise metrics for our area. Nonetheless, one can safely assume it will show that both market-
rate residential development and commercial development will increase Pleasanton's need to provide
affordable workforce housing. The specific tables I used from the Economic Roundtable study are
the following:
