PUBLIC NOTICE <br /> Notices regarding this item were mailed to property owners within 1000 feet of the East <br /> Pleasanton Specific Plan Planning Area and also to the Danbury Park, Rosewood and <br /> Heritage Valley neighborhoods. At the time this report was written, staff had not received <br /> public comment in response to this notice. Correspondence received at the time of the <br /> Planning Commission meeting is included in Attachment 10. <br /> CONCLUSION <br /> The City Council is being asked to provide direction for any changes to the Preferred <br /> Plan and alternatives, and to authorize the use of the Preferred Plan and Alternatives in <br /> the preparation of the Draft EIR and Draft Specific Plan. The selection of the "Preferred <br /> Plan" for these purposes is not a commitment to adopting this specific plan; it is <br /> anticipated that the "Preferred Plan" will evolve and change prior to adoption of the East <br /> Pleasanton Specific Plan in 2014. <br /> The approved scope of work for the EIR preparation included analysis of the Preferred <br /> Plan, the "no project" alternative (which would analyze build-out of the area with the <br /> existing zoning), the "no project/no build" alternative which would look at no development <br /> in the Specific Plan area, and one other Specific Plan alternative. If the City Council <br /> provides direction to analyze the Preferred Plan and all six alternatives, the scope of work <br /> and budget for the project would need to be amended to include the five additional plan <br /> alternatives. In addition, both the Task Force and the Planning Commission were <br /> interesting in more detailed feasibility analysis that would better define the project with <br /> the least development that would still be financially feasible. The current scope of work <br /> and budget does not include further feasibility work by EPS. If the City Council's direction <br /> is to include the additional alternatives and/or prepare this additional financial feasibility <br /> work, staff will follow-up with a request to amend the budget for this project. <br /> NEXT STEPS <br /> Concurrent with the Draft EIR preparation, the East Pleasanton Specific Plan Task Force <br /> will be providing feedback on the contents of the Draft Specific Plan, including design <br /> guidelines and development regulations, phasing and a financing plan.
