BACKGROUND <br /> On August 22, 2002, the City of Livermore and the Dublin San Ramon Services District <br /> (DSRSD) entered into the Tri-Valley Water Retailers Cooperation Agreement. On April <br /> 1 , 2003 the City of Pleasanton executed the Agreement; followed by the California <br /> Water Service Company (Cal Water) on September 27, 2003 (these four parties are <br /> collectively referred to as the "Retailers"). The purpose of the Agreement was to <br /> "influence Zone 7 decisions that assure there will be adequate supplies to meet <br /> demands in the future." This task has been successfully carried out by the Retailers, <br /> which now find that this purpose can be more efficiently achieved with the Retailers <br /> working together with Zone 7 Water Agency. <br /> On April 11, 2013 The Committee of Valley Water Retailers held its annual meeting at <br /> Dublin San Ramon Services District offices. The last agenda item considered by the <br /> elected representatives at the meeting was to sunset the COVWR committee and to <br /> move forward with a joint liaison committee consisting of all the retailers and Zone 7 as <br /> part of the regular liaison group. Councilmember Cooke-Kallio and Councilmember <br /> Jerry F'entin represented Pleasanton at the meeting and the recommendation to sunset <br /> COVWR was unanimous. <br /> The City of Livermore's City Council adopted Resolution No. 2013-100, terminating <br /> participation from the Agreement on July 23, 2013. DSRSD adopted Resolution No. 27- <br /> 13 authorizing the General Manager to withdraw from the Agreement on August 21, <br /> 2013. Additionally, Cal Water sent notification on August 30, 2013 that the Livermore <br /> District of Cal Water intends to withdraw from the Agreement. <br /> DISCUSSION <br /> The Retailers intend to meet jointly with Zone 7 on a regular basis as a Joint Liaison <br /> Committee to discuss issues of common interest associated with water supply, water <br /> quality, infrastructure and finances.
