MAJOR MILESTONES AND SCHEDULE <br /> The following are the major tasks to be accomplished for the Housing Element update: <br /> Task: Duration/Completion Date: <br /> Review any new statutory requirements October 2013 <br /> since the last Housing Element update, and <br /> determine additional work needed to <br /> satisfy. <br /> Review existing background information November 2013 <br /> including population and employment <br /> trends, housing and household <br /> characteristics, and identification of any <br /> special housing needs groups, and update <br /> as necessary. <br /> Review the effectiveness of the 2012 December 2013 <br /> Housing Element program by program and <br /> describe progress in implementation. <br /> Workshops with the Housing Commission January/February 2014 <br /> and the Planning Commission; outreach to <br /> stakeholders. <br /> Drafting of proposed amendments. March/April 2014 <br /> Preparation of draft CEQA documentation April/May 2014 <br /> Outreach to stakeholders and review of June/July 2014 <br /> Public Hearing Draft at Workshops with the <br /> Planning Commission and the Housing <br /> Commission <br /> Consideration of Final Draft Housing August 2014 <br /> Element by the Planning Commission and <br /> City Council; authorization to submit to <br /> HCD for review. <br /> Review by HCD September and October 2014 <br /> Consideration of any HCD comments and December 2014 <br /> preparation of any further changes to the <br /> Draft Housing Element <br /> Adoption of Housing Element January 2015 <br /> NEED FOR PROFESSIONAL SERVICES <br /> Although most of the Housing Element document will be drafted in-house, staff believes <br /> the complexities of Housing Element law warrant the use of some specialized <br /> professional assistance to ensure that the document submitted to HCD meets all State <br /> law requirements. In addition, California Environmental Quality Act (CEQA) <br /> documentation will be required. Staff is requesting $60,000 be allocated from the Lower <br /> Income Housing Fund for this purpose. Contracts for specific services will be reviewed <br /> by the City Council at a later date. <br /> Page 4 of 5 <br />
