MAJOR MILESTONES AND SCHEDULE The following are the major tasks to be accomplished for the Housing Element update: Task: Duration/Completion Date: Review any new statutory requirements October 2013 since the last Housing Element update, and determine additional work needed to satisfy. Review existing background information November 2013 including population and employment trends, housing and household characteristics, and identification of any special housing needs groups, and update as necessary. Review the effectiveness of the 2012 December 2013 Housing Element program by program and describe progress in implementation. Workshops with the Housing Commission January/February 2014 and the Planning Commission; outreach to stakeholders. Drafting of proposed amendments. March/April 2014 Preparation of draft CEQA documentation April/May 2014 Outreach to stakeholders and review of June/July 2014 Public Hearing Draft at Workshops with the Planning Commission and the Housing Commission Consideration of Final Draft Housing August 2014 Element by the Planning Commission and City Council; authorization to submit to HCD for review. Review by HCD September and October 2014 Consideration of any HCD comments and December 2014 preparation of any further changes to the Draft Housing Element Adoption of Housing Element January 2015 NEED FOR PROFESSIONAL SERVICES Although most of the Housing Element document will be drafted in-house, staff believes the complexities of Housing Element law warrant the use of some specialized professional assistance to ensure that the document submitted to HCD meets all State law requirements. In addition, California Environmental Quality Act (CEQA) documentation will be required. Staff is requesting $60,000 be allocated from the Lower Income Housing Fund for this purpose. Contracts for specific services will be reviewed by the City Council at a later date. Page 4 of 5
