review time for a draft Housing Element from 90 days to 60 days. The eligibility <br /> requirements to use the streamlined update are as follows: <br /> • The City's previous Housing Element was adopted and found in compliance with <br /> State housing element law; <br /> • A complete housing element is submitted to HCD showing all changes from the <br /> previously adopted element; <br /> • The City has implemented any required rezoning, and has adopted zoning <br /> regulations that accomplish the following: <br /> o Permit emergency shelters without a discretionary planning action <br /> o Allow transitional and supportive housing as a residential use <br /> o Allow reasonable accommodation of persons with disabilities in the <br /> application of zoning and land use policies and procedures <br /> o Allow for density bonuses for residential development consistent with State <br /> law <br /> • Submittal of various checklists with the draft Housing Element to HCD <br /> Staff believes the City of Pleasanton qualifies for a streamlined review process. <br /> APPROACH TO THE HOUSING ELEMENT UPDATE <br /> The last Housing Element update was a major undertaking due to significant changes in <br /> State housing law since the adoption of the 2003 Housing Element and the need to <br /> rezone approximately 70 acres to allow high density multifamily development in order to <br /> adequately address our share of the regional housing need. For the 2015-2023 planning <br /> cycle, staff anticipates an update rather than a rewrite of most background and analysis <br /> sections, and a review and minor updates of the Goals, Policies and Programs. Most <br /> significantly, assuming that zoning for multifamily and single family residential <br /> development is adopted as part of a new East Pleasanton Specific Plan, it is possible that <br /> the City's inventory of vacant sites will be adequate to meet our Regional Housing Needs <br /> Assessment. (See Attachment 1 showing an estimate of the City's vacant sites inventory <br /> and the 2014-2022 RHNA allocation.) Potentially, no additional sites will need to be <br /> considered. However, owners of two sites (one on West Las Positas in Hacienda <br /> Business Park, and the Irby Kaplan Zia site) have expressed interest in being rezoned to <br /> allow residential development. <br /> This Housing Element update will be smaller in scope with less emphasis on the need to <br /> find and evaluate potential new housing sites. HCD notes that a streamlined review does <br /> not relieve the jurisdiction of its obligation to address all statutory requirements, including <br /> public participation, in development of the Housing Element, and therefore staff is <br /> proposing a number of opportunities for public input including workshops with the <br /> Planning Commission and Housing Commission as well as required public hearings, <br /> outreach to the community and special housing needs groups, discussions with for-profit <br /> and non-profit developers, and the availability of materials on-line. <br /> Page 3 of 5 <br />
