By
relying on this proven methodology to examine and implement public safety dispatch
consolidation, RCC can help the Cities of Pleasanton and Livermore achieve the following
benefits: '
• A single comprehensive strategy for emergency communications services
• Ongoing public confidence and support
• Improved operational policies and practices
• Improved accountability and quality
• Technical systems flexibility
• Long -term efficiency and cost containment
• Improved performance
• Larger, more fully dedicated staff pool
• Standardized and enhanced training
• Improved interoperability among agencies
• More rapid and efficient integration to new technologies
Section 5(A)(1) and 5(A)(2): Proposed Project Plan and Scope of
Services
We are proposing a work plan that is tailored to meet all of the requirements of the Cities'
Consolidated Dispatch Study. Our approach is based on a proven methodology for consolidating
public safety communications centers. The work plan is both comprehensive and flexible to
ensure we help the Cities meet their project objectives.
This work plan is submitted as a starting point based on our understanding of the requirements as
described in Exhibit 1 — Scope of Services of the RFP and our experience with projects having
similar scopes and requirements. We understand that your requirements many change due to a
variety of circumstances. RCC is committed to providing the Cities with a project work plan that
is tailored to your specific needs and is prepared to modify our work plan because of changing
needs and further discussions.
Work Plan
This work plan provides a detailed description of the key tasks that will be undertaken as part of
the consolidation feasibility project.
2 C August 9, 2013 by 2:00 PM 4
