r17
2CC
August 31, 2013
Captain Eric Finn
Pleasanton Police Department
4833 Bernal Ave., PO Box 909
Pleasanton, CA 94566
Exhibit B
RE: RFP for Consolidated Dispatch Study for the Pleasanton and Livermore Police
Departments
Dear Captain Finn,
We appreciate the opportunity to provide a Best and Final Offer (BAFO) cost proposal
for the consolidation project. In reaching our revised cost proposal, we looked for ways to
reduce costs without sacrificing the scope of work or quality of our work. We have, I
believe, accomplished this.
Our revised cost proposal was achieved by doing two things. First, because the City is
eligible to purchase from the General Service Administration's (GSA) IT -70 Federal
Supply Service Contract, we applied our GSA contract prices. The table below compares
our standard published rates to the GSA discount rates that have been applied to our
BAFO cost proposal.
Billing Rates — Appendix B
Team Member
Published Rate/Hr.
Discount Rate/Hr.
Terry Wright
$250.00
$226.69
Clint Hu hins
$170.00
$167.75
Rachel Bello
$165.00
$154.15
The second action we took was to reduce the number of team members traveling to
Pleasanton to conduct interviews and site visits. After discussion with my team, we
determined that we could accomplish the same amount of work at the same level of
quality with two team members rather than the three originally proposed.
The combination of these two changes enables us to significantly reduce our original
proposal while maintaining the same statement of work described in our proposal.
RCC Consultants, Inc.
4900 Cox Road, Suite 235, Glen Allen, Virginia 23060 • Telephone (804) 353 -0300 • Fax (804) 353 -8059
