BACKGROUND <br />The Pleasanton and Livermore Police Departments each operate independent public <br />safety answering points (PSAP) and dispatch centers. The departments routinely <br />explore opportunities to cost share, collaborate and consolidate services. Most recently <br />this was accomplished through the successful unification of our tactical response teams <br />(SWAT). <br />The objectives of this study are to explore the feasibility of consolidating public safety <br />answering point/dispatch centers (PSAPs), determine and report the specific technical, <br />operational, and facility needs involved in consolidating the dispatch centers. Identify <br />relevant third party resources, contracts and services or commitments that will need to <br />be continued, reassigned, or developed. Report the estimated costs, both one time and <br />reoccurring, associated with the best alignment of equipment, systems, staffing, <br />scheduling, supervision, management, facility location, operational configuration, and <br />governance. <br />Request for Proposal (RFP) was released seeking proposals for a Consolidated <br />Dispatch Study for Pleasanton and Livermore Police Departments. The RFP was sent <br />to several consultants throughout the United States. After receiving multiple bids a <br />committee of staff members from both departments was assembled to independently <br />review the proposals.
