BACKGROUND <br /> The City of Pleasanton's General Plan, which was adopted in July 2009, included the <br /> certification of a Program Environmental Impact Report (EIR) to address the potential <br /> environmental effects related to implementing the Pleasanton General Plan 2005-2025. <br /> Subsequently, in 2012, the City Council adopted a Supplemental EIR to address the <br /> environmental effects of implementing changes to the Housing Element, adoption of a <br /> Climate Action Plan, and rezoning of housing sites and associated General Plan <br /> Amendments. <br /> The Supplemental EIR provided a focused analysis on the proposed changes to the <br /> City's policy documents and land use changes to accommodate additional housing. A <br /> total of nine sites have been rezoned for development of high-density housing. Four of <br /> these sites applied for development plan approval the past year; three of the projects <br /> have been approved by Council, and the fourth is on the Council's agenda for this <br /> meeting. A preliminary review application has been filed for a fifth project by <br /> Summerhill Apartment Communities, and the staff has determined that it would need a <br /> consultant to prepare an addendum to the Supplemental EIR to address the <br /> environmental review required by the California Environmental Quality Act (CEQA). <br /> DISCUSSION <br /> In October 2012, the Planning Division sent a Request for Qualifications (RFQ) to three <br /> consulting firms: First Carbon Solutions — Michael Brandman Associates of San <br /> Ramon, CA; David J. Powers and Associates of San Jose, CA; and PBS&J/EIP <br /> Associates of Sacramento, CA. Only First Carbon Solutions — Michael Brandman <br /> submitted a response to the RFQ. And on January 15, 2013, the City Council approved <br /> a Professional Services Agreement with First Carbon Solutions — Michael Brandman to <br /> prepare the Addendum for four of the nine rezoned housing sites: California Center <br /> (formerly CarrAmerica), Anton Hacienda Apartments (formerly Nearon), Vintage (Auf <br /> der Maur/ Rickenbach), and the Commons at Gateway (Pleasanton Gateway). <br /> Staff now desires to utilize the services of First Carbon Solutions — Michael Brandman <br /> as a sole source provider to prepare the Addendum for the Summerhill Homes project. <br /> Staff believes that securing the services of First Carbon Solutions — Michael Brandman <br /> for this project would be to the City's advantage in that this firm is already familiar with <br /> the tasks required to prepare this document and has successfully provided quality <br /> output in the Addendums for the first four projects. Staff, therefore, n:commends that <br /> the City utilize its services. <br /> The anticipated cost for this project is approximately $21,250. A daft Professional <br /> Services Agreement with First Carbon Solutions — Michael Brendman for the <br /> Summerhill Homes project is attached to this report as Attachment 1. <br /> Page 2 of 3 <br />
