THE CITY OF <br /> t° "' CITY COUNCIL AGENDA REPORT 6 <br /> PLE ASANTON. <br /> September 3, 2013 <br /> Community Development <br /> TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH FIRST <br /> CARBON SOLUTIONS — MICHAEL BRANDMAN ASSOCIATES IN THE <br /> AMOUNT NOT TO EXCEED $21,250 FOR SERVICES IN ASSOCIATION <br /> WITH THE PREPARATION OF CEQA ANALYSIS FOR A SUMMERHILL <br /> APARTMENT COMMUNITIES PROJECT PROPOSED ON THE FORMER <br /> CM CAPITAL SITE AND REZONED AS PART OF THE HOUSING <br /> ELEMENT <br /> SUMMARY <br /> Staff is requesting approval of a Professional Services Agreement with First Carbon <br /> Solutions — Michael Brandman Associates to provide environmental review services for <br /> preparation of an addendum to the Housing Element Supplemental Environmental <br /> Impact Report (EIR) for the proposed Summerhill Apartment Communities project at <br /> 5850 West Las Positas Boulevard (formerly CM Capital Properties site), one of the nine <br /> sites rezoned in January 2012 for high-density housing. The Agreement for the site will <br /> be in an amount not to exceed $21,250, and the developer, Sumrr erhill Apartment <br /> Communities, will provide the funds for the Professional Services Agreement. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute a Professional Services Agreement with First <br /> Carbon Solutions — Michael Brandman Associates for services related to the <br /> preparation of an addendum to the Housing Element Supplemental EIR for the <br /> proposed Summerhill Apartment Communities project in an amount not to exceed <br /> $21,250. <br /> FINANCIAL STATEMENT <br /> The cost of the Agreement would be paid by the project applicant, Summerhill Homes. <br /> Planning Division review and administration will be conducted by staff and is part of the <br /> Current Planning budget. <br />
