Given the City's interest in establishing a more traditional, robust <br /> baseline survey about City satisfaction that serves as a basis for future tracking urveys, a longer <br /> survey will give the City more flexibility and a broader range of questions for a deep assessment <br /> of opinions on a range of issues, and also allow the City to pick and choose from a wider variety <br /> of tracking questions on a subsequent poll. In the cost estimate section cf this proposal, <br /> however, the costs for a 23- to 25-minute and 20-minute survey are provided. <br /> In designing the survey questionnaire, FM3 will draw on its knowledge of publi, opinion survey <br /> methodology, its protocols from past experience in conducting resident satisfaction surveys in <br /> California cities and its knowledge of past work conducting survey research in Pleasanton. <br /> FM3's survey design will also make it possible to ascertain the degree of importance the public <br /> assigns to services and issues related to them, and to identify the extent to which satisfaction with <br /> the delivery of these services correlates with importance. <br /> In addition, FM3 will rely on the input it receives from Pleasanton's City government staff in <br /> developing the questionnaire. The questionnaire design process will begin with an initial, in- <br /> person kickoff meeting between FM3 and the City team involved in this research project. The <br /> meeting will provide the opportunity for a comprehensive discussion about thc: issues the City <br /> wishes to incorporate and explore in the survey. <br /> After the initial meeting, FM3 will draft the questionnaire and present this first draft to the City <br /> for review and comment. After collecting comments and suggestions from the City team, FM3 <br /> will revise and refine the survey questionnaire.
