Staff recommends that the construction contingency percentage for this project be set at <br /> a value of $535,060 (approximatelyl0% of the contract amount) for necessary related <br /> project work. <br /> Sixth Amendment to the Professional Services Agreement with T.Y. Lin International: <br /> In July 2010, City Council approved a Professional Services Agreement with T.Y. Lin <br /> International to prepare plans, specifications and estimates (PS&E) and environmental <br /> documentation for the I-580/Foothill Road Interchange Improvement prcject. The <br /> original scope of services included an optional task for design services (luring <br /> construction. <br /> During construction, the design services of T.Y. Lin International is required to prepare <br /> cross sections, respond to requests for information from the contractor, review <br /> contractor submittals as required, provide geotechnical oversight and assistance, attend <br /> meetings as required, and prepare construction record drawings. The scope of services <br /> and fee proposal for T.Y. Lin International is presented in Attachment 3. <br /> Construction Management and Inspection Services <br /> Due to the specialty inspection and testing services required for the construction of the <br /> interchange projects, retention of a construction management and inspection service <br /> firm is necessary. Staff advertised a Request for Proposal (RFP) package in April 2013 <br /> for the I-580/Foothill Road and I-680/Bernal Avenue Interchange Improvement projects. <br /> The RFP described the project, schedule, scope of work, submittal requirements, <br /> consultant selection process, and evaluation criteria. <br /> A total of seven construction management firms submitted proposals in response to the <br /> RFP. Three city staff members evaluated the proposals based on the following criteria: <br /> project understanding, project team and qualifications, experience, capabilities, local <br /> sensitivity, financial responsibility, budgeting, and scheduling. Carlson Management <br /> Inc. was the highest rated firm, and Bill Carlson has successfully managed the <br /> construction of other Capital Improvement projects for the City. <br /> The I-680/Bernal Avenue Interchange Improvement project is scheduled to be <br /> advertised for bid in August 2013 with construction expected to start in November 2013. <br /> Since the I-580/Foothill Road and I-680/Bernal Avenue Interchange projects are similar <br /> in scope, the projects are located approximately 3.5 miles apart, the construction <br /> schedule for the interchange projects should overlap, and it will be more efficient and <br /> economical to have one construction manager and inspection service firm to oversee <br /> both interchange projects, staff recommends awarding the construction management <br /> and inspection services contract for the I-580/Foothill Road and 1-680/Bernal Avenue <br /> Interchange Improvement Projects to Carlson Management Inc. As outlined in <br /> Attachment 4, it is estimated that the 1-680 interchange project will sta1 construction in <br /> November 2013. However, if the 1-680 interchange project is delayed, the construction <br /> overlap duration with 1-580 will be reduced, and the cost for the 1-680 construction <br /> management and inspection services may increase. <br /> Page 4 of 5 <br />
