The project appears well designed and should be a good addition to the <br /> community. <br /> In reviewing the Staff Report and the Development Agreement, we are unable to <br /> find any indication that the project is being required to pay any portion of the future <br /> extension of El Charro from Stanley to Stoneridge Drive. During the Housing Element <br /> Update process, the issue of having this property pay its fair share of the El Charro <br /> extension costs was raised numerous times. At the January 4, 2012 Council meeting <br /> where Council approved the ordinance to rezone the property, the issue was raised by <br /> Councilmember Sullivan and Mr. Dolan indicated they would accomplish this <br /> requirement during the PUD process. Also at this meeting, Mr. Pringle, representing the <br /> applicant, assured Council that "they are willing to pay their fair share of an El Charro <br /> extension like other property owners which would benefit from it". Minutes from the <br /> January 4, 2012 Council Meeting are attached for your reference, please see pages 8 <br /> and 10. <br /> The current estimated costs for major infrastructure in the East Pleasanton <br /> Specific Plan are over $60 million. The El Charro/Stanley railroad underpass and El <br /> Charro Road improvements represent approximately $35 million of the total. We do not <br /> know what a "fair share" amount would be but with 345 homes and 38,781 s.f. of retail, <br /> it is not insignificant.
