Growth Management <br /> The growth management agreement for the project is included with Attachment 4. The <br /> agreement states that all 345 units will receive growth management approval in 2014. <br /> The growth management allocations for the project are included in the proposed <br /> development agreement and would be extended into the future for the term of the <br /> development agreement. <br /> Exceptions Requested by Applicant <br /> The project conforms to most of the Design Guidelines. As described on pages 15-17 <br /> in the attached Planning Commission staff report, the applicant is requesting four <br /> exceptions to the Design Guidelines: a mixture of 30 and 40-cubic feet of storage areas <br /> are proposed where a minimum of 40-cubic feet are required, garage doors are not <br /> recessed two feet, minimum landscaping and building setbacks are not met along public <br /> streets, and minimum landscaping and building setbacks are not met along internal <br /> streets. Staff supports the requested exceptions. <br /> HOUSING COMMISSION ACTION <br /> At its June 20, 2013, meeting, the Housing Commission reviewed an Affordable <br /> Housing Agreement (AHA) for the project, which included 52 affordable units, or an <br /> option for an in-lieu payment. Minutes of the Housing Commission meetings are <br /> included as Attachment 7. <br /> PLANNING COMMISSION ACTION <br /> The Planning Commission held a public hearing on July 10, 2013, to review the <br /> proposed project. Detailed information on this meeting is provided by Attachment 6, <br /> draft excerpts of the Planning Commission minutes. No members of the public spoke at <br /> the Planning Commission hearing. The Commission approved the application on a 4-0 <br /> vote subject to staff's recommended conditions. <br /> DISCUSSION <br /> As the project has been conditioned, staff is satisfied with the site design, density, <br /> housing type and affordability, building design, and open space/amenities. The <br /> attached Planning Commission staff report presents a more thorough c iscussion of the <br /> project, including: General Plan conformity, zoning and uses, Housing Site <br /> Development Standards and Design Guidelines conformity, site plan, traffic and <br /> circulation, parking, noise, grading and drainage, building design, signage, Universal <br /> Design, Green Building, Climate Action Plan, school impacts, landscaping, tree <br /> removal, affordable housing, development agreement, and Growth Management. <br /> PUD FINDINGS <br /> Please refer to the attached Planning Commission staff report, pages 27-30, for a <br /> discussion of the considerations needed to approve the proposed PUD development <br /> plan. <br /> PUBLIC NOTICE <br /> Notice regarding the proposed project and related City Council public hearing were <br /> mailed to property owners within the noticing area depicted on the noticing maps <br /> Page 9 of 11 <br />
