Additional changes to the MOU that did not require budgetary adjustment include representation rights <br /> of employees, use of sick leave, bereavement leave and personal leave for educational purposes. <br /> The overall fiscal impact is approximately $1.15 million in savings over the 3 year terms, which <br /> translates to approximately $383,000 on an annualized basis. <br /> Mayor Thorne invited public comment. <br /> Brenda Wood, AFSCME Local 955, confirmed Ms. Yuan-Miu's representation of the contract terms and <br /> said she looked forward to the Council's approval at its next meeting. <br /> Mayor Thorne closed public comment <br /> Vice-Mayor Cook-Kallio thanked staff and all City employees not only for what is achieved in the MOU <br /> but also for the wonderful work that they do each day. <br /> Councilmember Brown acknowledged the sacrifice PCEA members made in agreeing to take on the full <br /> EPMC and extended her sincere thanks. She thanked labor negotiators for their creative thinking and <br /> said she appreciated the benefit the bilingual program would offer to the community as well as <br /> employees. <br /> Mayor Thorne echoed their thanks. <br /> Mr. Fialho advised the Council that the requested action is to place the item on the next Council agenda <br /> for adoption. <br /> Councilmember Narum said the MOU appears to have been negotiated creatively and in good faith. <br /> MOTION: It was m/s by Cook-Kallio/Narum to direct staff to place the item on the next agenda for <br /> adoption.
