BACKGROUND <br /> In 2006, the City Council adopted the Bernal Community Park Master Plan and a <br /> schematic design for the approximately 50 acre Bernal Community Park that anticipates <br /> the park being developed in the following four phases: <br /> • Phase I — Lighted baseball fields with restroom, play areas and parking <br /> • Phase II — Lighted multi-purpose fields with seating, a plaza are, small group picnic <br /> area and parking <br /> • Phase III - Could include another lighted baseball field with seating, amphitheater, <br /> trails, parking, a potential cultural arts center, and a park maintenance facility <br /> • Phase IV — Could potentially include additional lighted field and/or other active <br /> spaces <br /> Phase I construction has been completed, is fully paid for, and to date, it has been a <br /> successful, well received park that is providing lighted baseball fields as anticipated at <br /> the start of the park planning process. Phase II is currently under design with Harris <br /> Design. <br /> As outlined in the Bernal Property Phase II Specific Plan, approximately 38 acres of <br /> land immediately adjacent to the Bernal Community Park is planned for a "Grand <br /> Meadow" or Oak Woodland area that would include trails, tree canopies, meadows, and <br /> diverse vegetation perceived as natural wilderness. In anticipation of the development <br /> of this property, the initial agreement with Harris Design included some related elements <br /> such as preparing an Oak Woodland study to establish design concepts for native <br /> woodland/grassland components that could be included in this area and some limited <br /> design concepts for portions of the Oak Woodland area abutting the multi-purpose <br /> sports fields. However, the full design of this 38 acre area was not included in the <br /> original agreement. <br /> With the adoption of the 2013-14 through 2016-2017 Capital Improvement Program <br /> (CIP) it is anticipated that the Bernal Community Park, Phase II effort will also include <br /> development of the Oak Woodland Area. To facilitate inclusion of the Oak Woodland <br /> area, Harris Design has submitted a proposal for the additional design work which <br /> would be incorporated into its scope of work through the approval of a First Amendment <br /> to the existing agreement. As outlined in the First Amendment (Attachment 1), the <br /> scope of work includes preparation of a schematic design to be presented to the Parks <br /> and Recreation Commission and City Council for approval, construction cost estimates, <br /> value engineering, construction drawings and final bid documents. Also included I in this <br /> amendment is scope and fee adjustments related to Phase II of the Community Park <br /> project to reflect the refined plan including the addition of storm water infrastructure, and <br /> some facility and park element adjustments. <br /> While the final Oak Woodland schematic concept plan would be reviewed and approved <br /> by the City Parks and Recreation Commission and the City Council, the recommended <br /> scope of work anticipates area features such as trees, grasses, shrubbery and other <br /> Page 2 of 3 <br />
