The method used and plan details shall be incorporated into the plans submitted to the Building and Safety Division for plan check and shall be subject to the review and approval of the Director of Community Development prior to building permit issuance. 52.The applicant/project developer shall develop and implement a program for reclaimed water, grey water and/or rainwater harvesting systems for the subject site or as otherwise approved by the Director of Community Development. The program shall be subject to the review and approval of the Director of Community Development prior to building permit issuance. 53.The applicant/project developer shall ensure a portion of the community building is reserved as a student learning center equipped with standard student technology including desks/tables, computers, printer, etc. Engineering Division 54.The applicant/developer shall conduct a hydraulic analysis of the existing storm drain laterals stubbed to the site to ensure there is adequate capacity for the project. Said study shall be included with the plans submitted for plan check. Traffic Division 55.The Project Developer shall pay any traffic impact fees for the subject use as determined by the City Traffic Engineer. This fee shall be paid prior to issuance of a building permit and/or prior to operation. 56.Comprehensive traffic control measures shall be implemented, including scheduling of major truck trips and deliveries, to avoid peak travel hours. If necessary, as determined by the Traffic Engineer, proper lane closure procedures such as flagger stations, signage, cones, and other warning devices shall be implemented during construction. 57.The haul route for all materials to and from this development shall be approved by the City Traffic Engineer prior to the issuance of a permit, and shall include the provision to monitor the street surfaces used for the haul route so that any damage and debris attributable to the haul trucks is identified and corrected at the expense of the project applicant or developer. 58.The Project Developer shall modify plans to install all way stop signs and legends at the eastern internal intersection (adjacent to the ValleyCare Health Systems site) to provide improved access between the existing development and the proposed development.
