Vice-Mayor Cook-Kallio said she could move approval with certain conditions. She said she would be <br /> willing to delay a decision on the educational space pending review of additional information from the <br /> applicant, provided the Council has the option to revisit the issue at the second reading of the <br /> ordinance. She also requested that the applicant be required to provide 2 electric vehicle charging <br /> stations that the renting of accessible units be modified as suggested by Mr. Fialho, and that school <br /> impact fees be addressed in the development agreement. <br /> MOTION: It was m/s by Cook-Kallio/Pentin to approve the staff recommendation, as amended, waive <br /> first reading and iintroduce Ordinance No. 2071 approving the application of St Anton Partners for <br /> (PUD) development plan approval as filed under case PUD-81-30-87D for Develcpment Plan approval <br /> to construct 168 apartment units and related site improvements at 5729 West Las Positas Boulevard; <br /> approve an Affordable Housing Agreement; and Inclusionary Unit Credit Agreerrent and to waive full <br /> reading and adopt Resolution No. 13-623 Growth Management agreement. Introduction of Proposed Memorandum of Understanding between the City of Pleasanton and <br /> the Pleasanton City Employees Association/AFSCME Local 955 for a term ending March 31, <br /> 2016 City Council Agenda Page 2 of 3 May 21, 2013 <br /> Assistant City Manager Yuan-Miu presented the staff report. The curreit Memorandum of <br /> Understanding (MOU) between the City and AFSCME Local 955/Pleasanton City Employees <br /> Association (PCEA) expired on March 31, 2013. PCEA membership is comprised of approximately 220 <br /> non public safety and non management employees across all City departments. Both parties met and <br /> conferred in good faith on matters covered under the scope of representation and reached a Tentative <br /> Agreement that the union ratified on May 6`h <br /> The Tentative Agreement covers a 3 year term from April 1, 2013 to March 31, 2016. She reviewed <br /> historical and proposed changes to member contributions and wages, noting that the previous contract <br /> provided for no wage adjustments and ended with employees paying 4% or halt of the 8% Employer <br /> Paid Member Contribution (EPMC). Under the proposed MOU, PCEA members will pick up an <br /> additional 2% at the end of this month and the remaining 2% at the end of 2013. The MOU offers a 2% <br /> salary adjustment to coincide with each pickup of the EPMC but also provides for a reduction in floating <br /> holiday hours from 56 to 32 hours in 2014. This reduction is equivalent to 1% of payroll. <br /> The MOU reduces Retiree Health Savings Account (HSA) benefits for new employees from two-party to <br /> employee only coverage ending at age 65. The City has agreed to contribute $35 per pay period <br /> towards the Retiree HAS with a mandatory employee contribution of $12 per pay period. The MOU <br /> establishes a bilingual program in which the City will compensate employees certified in one of several <br /> designated languages $50 per pay period. Staff expects that program participation will not exceed 20 <br /> employees. In exchange for starting the program later in July 2014, employees will receive a onetime <br /> payment of $200 upon adoption of the MOU. The uniform allowance, which impacts approximately 18 <br /> employees, will increase by $50 or $100 on an annual basis. Finally, employees required to work <br /> beyond the regular work hours will receive the appropriate pay rate rounded to '15 minute increments <br /> for the first 15 minutes.
