Mr. Dolan clarified that the CAP does not specify an appropriate number but staff feels that two or three stations should be adequate. Vice-Mayor Cook-Kallio requested clarification on what constitutes a heritage tree, noting that sometimes the title relates more to size than actual age. Mr. Dolan explained that any tree 35 feet in height, or with a trunk of a certain diameter, is considered a heritage tree regardless of age. Mr. Zahedani explained that 7 of the 8 heritage trees are being removed due to poor health and that the replacement ratio across the entire site is 2:1. Vice-Mayor Cook-Kallio asked how the applicant intends to monitor or regulate shared parking at Valley Care. Mr. Zahedani explained that the current agreement calls for directional signage for shared parking, with a commitment from the applicant to include the shared area in its onsite monitoring. While parking permits are not yet part of the agreement, they have offered that to Valley Care as a monitoring tool. Vice-Mayor Cook-Kallio referred back to the alternative affordability plan, which is an option if the financing is not realized "through no fault of the developer," and asked how likely this is to occur. Mr. Zahedani said St. Anton Partners has not failed in this regard in the past, is already in active communication with the state and has not heard anything to indicate they would be unsuccessful now. Mr. Bocian said staff feels the modified language is acceptable and does not believe it reflects any intent to actually utilize the fallback provision. Vice-Mayor Cook-Kallio asked the applicant to expand on its third party management. Mr. Zahedani said St. Anton Management is a subsidiary of St. Anton Partners with over 200 employees. Site services will be provided through a partnership with the non-profit company Pacific Housing. Vice-Mayor Cook-Kallio expressed concern over the limited commitment to provide 84 hours of onsite services per year. She felt it was unrealistic to assume that youth education services would not be predominant need or that 84 hours annually would sufficiently address the neec. She asked whether this is the extent of the resources available or if other access or services would be made available. Mr. Zahedani explained that it does comply with state requirements. He did note, however, that free Wi- Fi would be available throughout the community center area and there was certainly the potential for more of a computer laboratory setting that would be available other hours. Vice-Mayor Cook-Kallio asked how familiar the applicant was with Pacific Housing's service model. She said she would like the service component clarified a bit for the second reading of the ordinance and thought perhaps a commitment to keep the learning center open for longer hours could be acceptable. Mr. Zahedani said their footprint is one of the largest in the state, that Pacific Honing serves all of St. Anton's developments and that they have been very pleased with the programs. He also offered to forward the company's website information to the Council. Vice-Mayor Cook-Kallio asked staff's opinion of the traffic signal suggested by Mr. Plemmons.
