2. Implementation of Mitigation Measure 4.D-1a set forth in <br /> Table 6-1 of the Final SEIR and listed in the MMRP will ensure that Impact 4.D-5 <br /> would be reduced to a less than significant level and is hereby incorporated by <br /> reference and described below: <br /> 4.0-1a: On Sites 6 and 21, prior to PUD approval or demolition, whichever <br /> occurs first, the project applicant shall have a historic resource evaluation <br /> conducted for the homes and outbuildings on Site 6 and for the residence on Site <br /> 21, as applicable. If it is determined that a structure is historic, Mitigation <br /> Measure 4.0-lb will be required. If the structure is not found to be historic, <br /> demolition of the structure will be considered a less than significant impact. <br /> Site(s) affected: Sites 6, 21 <br /> (Draft SEIR, p. 4.D-20.) <br /> Impact 4.D-6 <br /> Construction resulting from development facilitated by the General Plan <br /> Amendment and rezonings, in combination with construction of other past, present, existing, <br /> approved, pending, and reasonably foreseeable future development in the vicinity, would cause <br /> a significant cumulative impact to currently unknown cultural resources at the site, potentially <br /> including an archaeological resource pursuant to CEQA Guidelines section 15064.6 or Public <br /> Resources Code section 21083.2(g), or the disturbance of any human remains, including those <br /> interred outside of formal cemeteries, as well as paleontological resources. <br /> The SEIR evaluates the impacts of the Project regarding the potential for past, <br /> present, existing, approved, pending and reasonably foreseeable future development to <br /> adversely affect archaeological and paleontological resources or human remains on or adjacent <br /> to cumulative project sites. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes or alterations have been required in or incorporated into the <br /> Project that would avoid or substantially lessen the significant environmental <br /> effect as identified in the SEIR. Mitigation Measures 4.D-3 and 4.0-4, which are <br /> described above and have been required in or incorporated into the Project, will <br /> reduce the significant environmental impact to a less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will be reduced to less than significant. <br /> 1. For CEQA purposes, it is conservatively assumed that <br /> development facilitated by the proposed Housing Element could result in impacts <br /> to archeological or paleontological resources. Other past, present, existing, <br /> approved, pending, and reasonably foreseeable future projects in the City that <br /> have, or will have, resulted in like impacts could combine with the Housing <br /> Element projects to form a significant cumulative impact to archeological or <br /> paleontological resources. <br />
