Tranquil Massage Center would like to occupy an approximately 1,290 <br /> square-foot tenant space at 3120 Santa Rita Road, Suite A (Image 2 above) and operate <br /> in the same manner as the existing location; three or fewer massage technicians providing <br /> massage services at any one time. <br /> Planning Commission Hearing <br /> The Planning Commission held a public hearing on May 8, 2013, to formally review the <br /> application and allow Mr. Ho an opportunity to discuss his concerns for permitting or <br /> conditionally permitting massage establishments within Meadow Plaza; however, Mr. Ho <br /> did not attend the hearing (though he had advised staff that the hearing date/time was <br /> acceptable) nor did he send a representative. <br /> During the meeting, Commissioner Blank asked whether the Police Department had <br /> received any complaints pertaining to Tranquil Massage Center's current operation. <br /> Community Service Officer Quantise Bradley, with the Pleasanton Police Department, <br /> informed the Commission that there was one problem during a compliance inspection that <br /> Page 3 of 6 <br />
