ARTICLE 8. I Industrial Districts

<br /> ARTICLE g. I INDUSTRIAL DISTRICTS.
<br />See. 8.100. Purposes.
<br />In addition to the objectives prescribed in Sec. 1.101, (Objectives),
<br />the I industrial districts are included in the zoning ordinance to
<br />achieve the following purposes:
<br /> a. The provisions of this article shall be administered and enforc-
<br /> ed in a manner to clearly establish the objectives and to express
<br /> the desire of the City, community organizafions and civic groups
<br /> to locate industrial development in the Pleasanton area.
<br /> b. To reserve appropriately located area for industrial plants and
<br /> related activities.
<br /> c. To protect areas appropriate for industrial use from intrusion
<br /> by dwellings and other inharmonious uses.
<br /> d. To protect residential and commercial properties and to pro-
<br /> tect nuisance-free, non-hazardous industrial uses from noise,
<br /> odor, insect nuisance, dust, dirt, smoke, vibration, heat and cold,
<br /> glare, truck and rail traffic, and other objectionable influences,
<br /> and from fire, exploslon, noxious fumes, radiation, and other
<br /> hazards incidental to certain industrial uses.
<br /> e. To prey}de opportunities for certain types of industrial plants
<br /> to concentrate in mutually beneficial relationship to each other.
<br /> f. To provide adequate space to meet the needs of modern indus-
<br /> trial development, including off-street parking and truck load-
<br /> ing areas and landscaping.
<br /> g. To provide sufficient open space around industrial structures
<br /> fo protect them from the hazard of fire and to minimize the
<br /> impact of industrial plants on nearby residential and agricul-
<br /> tural districts.
<br /> b. To mi,nimize traffic congestion and to avoid the overloading of
<br /> utilities by preventing the construction of buildings of exces-
<br /> sive size in relation to the amount of land around them.
<br />Sec. 8.101. Special Purposes of the I-P Industrial Park District.
<br /> a. q~o establish and maintain high standards of site planning, ar-
<br /> chitecture, and landscape design that will create an environ-
<br /> ment attractive to the most discriminating industries and re-
<br /> search and development establishments seeking sites in north-
<br /> ern California.
<br /> b. To provide locations for industries that can operate in close
<br /> proximity to commercial and residential uses with minimum
<br /> mutual adverse impact.
<br /> c. To protect light industrial and related uses from nuisa~nces as-
<br /> aociated with heavy industrial uses.
<br />
<br />Sec. 8.102. Special Purpose of the I-G General Industrial District.
<br />To provide locations where industries that are incompatible with
<br />most other land uses can operate with minimum restriction a~nd
<br />without adverse effect on other uses.
<br />Sec. 8.103. Required Conditions.
<br />All uses shall comply with the regulations prescribed in Article 2,
<br />(Site, Yard, Bulk, Usable Open Space, and Screening and Land-
<br />scaping Regulations), and with the additional regulations prescribed
<br />in this secfion. The Zoning Admi,nistrator may require submission of
<br />evidence of ability to comply with the required conditions or of
<br />maintenance of the required condit}ons as prescribed in See. 26.104,
<br />(Determination of Compliance with Required Conditions).
<br />8.103.1. Noise.
<br /> In an I-P district, no use except a temporary construction op-
<br /> eration shall be permitted which creates, at any point beyond
<br /> the boundaries of the site, noise of a maximum sound pressure
<br /> level greater than the values given i~ the following table. In an
<br /> I-G district no use except a temporary construction operation
<br /> shall be permitted which creates, at any R or 0 district boun-
<br /> dary, noise of a maximum sound pressure level greater than
<br /> the values given in the following table. The sou.nd pressure lev-
<br /> els shall be measured in decibels 0.002 dynes per square eenfi-
<br /> meter with a sound level meter and associated octave band
<br /> filter conforming to standards prescribed by the American
<br />
<br />Standards Association.

<br />8.103.2. Emmissions.
<br /> No use shall be permitted which creates any emmission whirl
<br /> endangers human health, can cause damage to animals, vege
<br /> ration, or other property, or which can cause soiling at an,.
<br /> point beyond the boundaries of the site. All uses that emi
<br /> any of the air contaminents listed in the Bay Area Air Pollu
<br /> tion Control District's Regulation 2 shall comply with the regu
<br /> lations contained therein.
<br />
<br />8.103.3. Odor.
<br /> No use shall be permitted which creates annoying odor in sucl
<br /> quantities as to be readily detectable beyond the boundaries o
<br /> the site in an I-P district ur beyond the boundaries of the dis
<br /> trict in an I-G district when diluted in the ratio of one volum,
<br /> of odorous air to four volumes of clean air.
<br />
<br />8.1~3.4. Vibration.
<br /> No use except a temporary construction operation shall be per
<br /> mitred which creates vibration sufficient to cause a displacemen
<br /> of .003 .of one inch beyond the boundaries of the site.
<br />
<br />8.103.5. Heat and Cold, Glare, Electrical Disturbance.
<br /> No use except a temporary construction ,operation shall be per
<br /> mitred which creates changes in temperature or direct or sky
<br /> reflected glare, detectable by the human senses without the air
<br /> of instruments, beyond the boundaries of the site. No use shaI
<br /> be permitted which creates electrical disturbances that affec
<br /> the operation of any equipment beyond the boundaries of th~
<br /> site. No exterior illumination closer than 200 feet to the boun
<br /> daries of a site or interior illumination closer than 10 feet t~
<br /> a window within 200 feet of the boundary of a site and. visibh
<br /> beyo~.d the boundary of a site, whether related to a sign or not
<br /> shall exceed the intensity permitted by Sec. 17.101.2, (filumi
<br /> nation).
<br />
<br />8.103.6 Radiation.
<br /> No use shall be permitted which emits dangerous radioactivity.
<br />
<br />8.103.7. Insect Nuisance.
<br /> N,o use shall be permitted which creates insect nuisance beyonr
<br /> the boundaries of the site.
<br />
<br />8.103.8. Disposal of Industrial waste.
<br /> Ail uses shall comply with regulations prescribed by City o:
<br /> Pleasanton ordinance.
<br />
<br />Sec. 8.104. Permitted Uses.
<br />The following uses shall be permitted:
<br />
<br />8.104.1. I-P Industrial Park District.
<br /> a. Light industrial and related uses, including only:
<br /> Manufacturi,ng, assembling, compoun'dlng, packaging, and proc
<br /> essing of articles or merchandise from the following previousl]
<br /> prepared materials: asbestos, bone, canvas, cellophane, cellu
<br /> lose, cloth, cork, feathers, felt, fibre and synthetic fibre, fur
<br /> glass, hair, ink, h'orn, leather, paint (not employing a boilinf
<br /> process), paper, plastics, precious or semi-precious metals o~
<br /> stones, rubber and synthetic rubber, shell, straw, textiles, to
<br /> barco, and wood (not including a planning mill or a sawmill).
<br /> Manufacture and assembly of business machines including elec
<br /> tronic data processing equipment, accounting machines, calcu
<br /> lators, typewriters, and related equipment.
<br /> Manufacture of vitreous china table and kitchen items, fire
<br /> earthenware, or porcelain electrical supplies.
<br /> Manufacture and assembly of communications and testing equip
<br /> mont.
<br /> Manufacturing, assembling, compounding, packaging, and proc
<br /> esslng of cosmetics, drugs, pharmaceuticals, perfumes, perfumer
<br /> toilet soap (not i,ncluding refining or rendering of fats or oils)
<br /> and toiletries.
<br /> ~Manufacture of cutlery, hardware, and hand tools; die and pat
<br /> tern making; metal stamping and extrusion or small product:
<br /> such as costume jewelry, pins and needles, razor blades, bottl~
<br /> caps, buttons, and kitchen utensils.
<br /> Manufacture and assembly of electrical supplies such as coils
<br /> condensers, crystal holders, insulation, lamps, switches, and wir~
<br /> and cable assembly, provided no noxious or offensive fumes oa
<br /> odors are produced.
<br /> Manufacture of scientific, medical, dental, and drafting instru
<br /> merits, orthopedic and medical appliances, optical goods, watch
<br /> es and clocks, electronics equipment, precision instruments
