BACKGROUND <br /> AFSCME Local 955/Pleasanton City Employees' Association (AFSCME/PCEA) <br /> represents approximately 220 employees, in a variety of non-management, non-safety <br /> classifications in all City departments. The current Memorandum of Understanding <br /> (MOU) with this group covers the period November 1, 2010 through March 31, 2013. <br /> Representatives from the bargaining group and the City have met and conferred in good <br /> faith to develop a successor agreement. All agreements reached between the parties <br /> during the meet and confer process are tentative until the contract is ratified by <br /> members of AFSCME/PCEA and approved by the City Council. The union membership <br /> met on May 6, 2013 and voted in favor of the contract. It is the City's practice to <br /> introduce the proposed MOU in a public City Council session to obtain public input prior <br /> to adopting the contract at the next public session. <br /> DISCUSSION <br /> In accordance with the Meyers-Milias-Brown Act, the parties are required to meet and <br /> confer in good faith over items covered within the scope of representation, including <br /> wages, hours and other terms and conditions of employment. The significant results of <br /> the negotiations include: <br /> Term of agreement: The expiration date of the proposed MOU is March 31, 2016, for a <br /> proposed term of 3 years. Contracts of this duration allow for sufficient flexibility to make <br /> adjustments should the economic environment or the City's financial situation change <br /> significantly. <br /> Wage Adjustments and Member Contributions: In the last round of contract <br /> negotiations with all its bargaining units, the City did not provide salary adjustments. <br /> The AFSCME/PCEA unit was the first represented group to experience no wage <br /> increases in 2010 and this continued for 3 years. Also in 2011, this unit was the first <br /> group to initiate paying member contributions, which amounted to 4%, towards their <br /> pension program. (Up until that time, the City, like many other California cities, paid the <br /> employee's 8% member contributions.) As part of the proposed contract, <br /> AFSCME/PCEA has agreed to pay the full 8% member contributions through a two-step <br /> process.
