Approve the recommendation to conduct a joint workshop with the Housing Commission to <br /> discuss city affordable housing policies related to new multi-family rental residential development <br /> Mr. Bocian introduced the item, which is a request to conduct a joint Council workshop with the Housing <br /> Commission on May 1, 2013 for the purpose of examining the City's IZO. <br /> Mayor Thorne invited public comment. <br /> Becky Dennis said she was pleased by the request and the opportunity to explore the benefits of non- <br /> profit and for profit partnerships. <br /> Mike Serpa, St. Anton Partners, said the Hacienda Anton project application was deemed complete late <br /> last year and is in the final stages of developing an affordable housing agreement. He reported that <br /> staff recently provided certain terms that St. Anton believes it can work with ad that hearings before the <br /> Housing Commission, Planning Commission and City Council are scheduled over the next several <br /> weeks. He impressed upon the Council that while St. Anton supports the workshop and what may come <br /> of that, it also has significant financial commitments and would like to continue through the public <br /> hearings as scheduled. <br /> Mayor Thorne closed public comment. <br /> Mr. Fialho noted that there are several projects in the pipeline that require certain deadlines to be met. <br /> In the case of St. Anton, the developer is proposing an 80/20 project which means that 80% of the <br /> project will be market rate housing and the remaining 20% will be very low income housing. This is <br /> accomplished through tax exempt financing issued by the state, which requires certain hearings within <br /> a certain timeframe. He asked that Council allow staff the flexibility in these situations to continue to <br /> work with developers to leverage as much affordability as possible so that key deadlines are not missed <br /> as they are processing applications. The Council indicated its support. <br /> MOTION: It was m/s by Cook-Kallio/Brown to approve the staff recommendation.
