• <br /> • awf1 i <br /> Preserve Area' '4 •4 `Committee <br /> Dear Mayor and City Council: <br /> The Preserve Area Ridgelands Committee and the PARC Fund oppose the proposed <br /> Pleasanton Municipal Code amendments that were approved by three members of the city <br /> council at the last city council meeting (first reading) and requests that the City Council <br /> rescind its approval. PARC has been working for the last 40 years in the Tri-Valley with the <br /> primary purpose to preserve ridgelands, including keep roadways off of ridgetops and <br /> hillsides, beginning with the Scenic Highway proposal from Oakland to Pleasanton, and most <br /> recently with Alameda County Measure D and Pleasanton city Measure PP. <br /> The City of Pleasanton is putting forth a municipal code amendment to accomplish among <br /> other things: <br /> • allow roadways to be constructed on slopes of 25% or greater and within 100 feet of a <br /> ridgeline <br /> • re-define and restrict applicability of hillside regulations to certain limited sections of a <br /> ridgeline <br /> • expand the exemption from hillside development restrictions to more than the voter <br /> approved exception of"Exempt from this policy are housing developments of 10 or <br /> fewer housing units on a single property that was as of January 1, 2007 a "legal <br /> parcel" pursuant to the California Subdivision Map law. <br /> We respectfully request that the City Council rescind its approval on the following grounds: 1) <br /> violates Elections Code, 2) inconsistent with Specific Plan 3), inconsistent with General Plan, <br /> 4) violates CEQA, and 5) the Pleasanton Municipal Code chapter conflicts with original <br /> definitions of terms in force when voters enacted Measure PP (structure, ridge, ridgeline, <br /> infrastructure, and slope). <br /> Steep Roads on Landslides, Geologically Unstable Terrain, of Slopes in Excess of 25% <br /> A recent Planning Commission meeting discussed a potential development' accessing <br /> Santos Ranch Road, a dangerously steep road that was closed in the 1970s. According to <br /> the minutes, during this meeting, a City Councilmember that voted to in favor of this <br /> amendment, as a Planning Commissioner stated: "...he cannot envision installing a 15-percent <br /> grade road...." <br /> The Community Development director also stated:"....indicated that the City would have <br /> significant concerns about any development that would be accessed off a road that steep."
