to proceed. The resident was unable to get enough signatures at that time to continue
the process.
In October of 2012 staff was contacted by a different resident of Walnut Drive who
requested a solution to the non-resident parking on his street. The history of the
previous request was discussed and it was decided that the resident and his neighbors
would prefer the residential permit parking program rather than the 3 hour parking
restriction.
Staff created a petition which outlined the permit parking requirements and the petition
was circulated by the requesting resident. This petition (Attachment 2) was returned to
the City with 29 of the 29 residents on Walnut Drive in support of residential permit
parking.
The inclusion of Walnut Drive in the Residential Permit Parking Program was discussed
at the January 8, 2013 Staff Traffic Committee Meeting. The Committee agreed with
staff's determination that there is a demonstrated need and a demonstrated desire for
residential permit parking on Walnut Drive.
The area around Walnut Drive has limited parking. There is limited on-street parking on
Ray Street and neighboring parking lots are privately owned. It is unclear where the
non-resident vehicles that are currently using Walnut Drive would park if this restriction
is put in place.
In the past, residents have found that once initial enforcement "educates" the non-
resident parkers, there is little need to call for additional enforcement. The primary
complaint about permit parking comes from residents who forget to acquire parking
permits for new vehicles, or new residents who are not aware of how the Residential
Permit Parking Program operates.
Submitted by: Fiscal Review: Appr/ovedd by:/
ill 11✓
Brian Dolan Emily Wagner Nelson Fialho
Director of Director of Finance City Manager
Community Development
Attachments:
1.
