BACKGROUND <br /> Due to persistent problems regarding non-residential parking in residential areas, the <br /> City established a Residential Permit Parking Program. <br /> Two Residential Permit Parking Zones currently exist, one adjacent to Amador Valley <br /> High School and the other adjacent to Foothill High School. This current request would <br /> establish a new zone that would include all homes on Walnut Drive. <br /> The "Permit Parking Zone Guidelines" are outlined in the Pleasanton Municipal Code <br /> and used to review requests for inclusion into existing zones and the creation of new <br /> zones. The two primary guidelines are: <br /> 1. A demonstrated problem exists. This is usually accomplished by showing <br /> that 60% to 75% of the available on-street parking spaces are occupied by <br /> non-residents. <br /> 2. A petition signed by at least 67% of the block's residents :showing support <br /> for the Permit Parking Zone. <br /> DISCUSSION <br /> In January of 2011, staff was contacted by a resident of Walnut Drive requesting the <br /> inclusion of Walnut Drive in the Residential Permit Parking Program. A parking study <br /> was performed on the southern half of Walnut Drive (see map below) arid found that the <br /> majority of vehicles parked on this street between the hours of 10 am and 5 pm on <br /> weekdays are non-residents. The percent <br /> of the on-street parking that was non- v N <br /> resident ranged from 78% to 87% during <br /> these hours.
