• Opportunities and constraints analysis <br /> • Vision Statement <br /> • Preparation of land use/circulation plan alternatives <br /> • Analysis of plan alternatives <br /> • Selection of preferred plan alternative <br /> • Preparation of draft Specific Plan and Environmental Impact Report (EIR) documents <br /> • Additional pubic review and City Council action. <br /> Some of the documents reviewed and prepared so far by the Task Force Committee are: <br /> • Preliminary Background Report to get familiar with the property and took a field trip. <br /> • Opportunities and Constraints Report <br /> • Traffic Report <br /> • Economic and Market Analysis to see what land uses are feasible. <br /> • Environment Conditions Report <br /> Mr. Dolan highlighted the constraints and opportunities of the property. <br /> Trustee Grant asked for further explanation regarding the airport protection area and the concerns. Mr. <br /> Dolan responded, "It's both a safety issue, with flights of aircrafts and the noise factor." Mr. Grant <br /> suggested maybe we can have other uses than residential. He noted, "We have large parcels <br /> throughout the community and maybe we can have some reallocation for other uses, whether it be for a <br /> golf course or park." <br /> Councilmember Brown commented on Trustee Grant's suggestion that the city planning commission <br /> looked at making that area more flexible, the use of some residential housing in that area and it was <br /> voted down, 5-0. The Planning Commission supported no residential housing in the airport protection <br /> area. It will go to the City Council to be reviewed again. <br /> Trustee Grant clarified that he's not suggesting placing residential housing in the airport protection <br /> area. He said, "I am he's saying there's already residential in that protection zone, other uses of it, a <br /> large golf course, industrial, as we begin to think as Pleasanton as a whole, we have new development <br /> sites, thinking about different uses for that airport zone, a relocation of a current commercial site, to free <br /> up that property for housing or a new school site. Let's be creative for the whole of the community." <br /> Councilmember Brown clarified the potential developable zone on the opportunities map. <br /> Trustee Laursen asked if the transfer station was relocated, what would be available so it can be <br /> moved to that location. Mr. Dolan said. "They would want the center within the city limits and <br /> accessible. We could explore a site that's further out." <br /> Trustee Arkin noted in Attachment 1 of the draft vision statement, second paragraph states, "It should <br /> also be sensitive to school needs and responsive to airport noise, and flood hazard potential." She <br /> thanked the City staff for putting that statement in the vision per her request at one of the East <br /> Pleasanton Specific Plan meetings. <br /> Trustee Bowser shared how he appreciated attending the East Side planning meetings and the field <br /> trip. One of his suggestions for the East Side Task Force is making sure it's not an isolated community, <br /> even though there are physical barriers. <br /> 7.
