<br /> Each appearance of the word "structure" or "structures' is far too much to cite here as our goal is not to
<br /> duplicate publically available documentation. It is our strong belief(based on reading all 98 mentions of
<br /> the term "structure" including the inclusion of Measure PP & QQ text into the General Plan) that the
<br /> intention of various authors is consistent with an approach that a "structure" represents a building,
<br /> swimming pool, sign, etc. erected within or on top of the ground. Across these 98 references, the General
<br /> Plan makes no mention, implication or reference that a road itself is to be considered a 'structure'. Roads
<br /> are specifically and appropriately mentioned in the General Plan as being part of our city infrastructure and
<br /> should be treated consistently as such. To take a differing approach renders the text whereby a structure
<br /> and a road is mentioned in the same sentence nonsensical.
<br /> Below are some specific citations that illustrate the aforementioned general intent as captured in the
<br /> current Pleasanton General Planning documents:
<br /> "Program 9.1: Conduct a review of the Growth Management Program and amend as necessary to
<br /> assure the rate of residential development is consistent with the City's current and new infrastructure
<br /> capacities,including roadways,water,sewer,and facilities,etc."
<br /> "Supporting structures. Stable soil provides support for buildings and for archaeological treasures
<br /> associated with human habitation."
<br /> "Buildings need stable soils for support. During seismic activity, some soil types are not as capable of
<br /> supporting structures as other soil types."
<br /> "Pleasanton has inventoried all significant structures in the Downtown area;adopted design
<br /> guidelines which encourage sensitive improvements to Downtown commercial buildings;and adopted
<br /> an historic preservation goal,objectives,polices, and programs. The City plans to develop an historic
<br /> landmark preservation ordinance."
