page 2 <br /> Considerable input from the public and some Task Force members questioned the necessity of <br /> planning for either current or future Regional Housing Needs Assessment (RHNA), contending <br /> that the people of California would soon rebel in protest and change the State's housing laws. <br /> This could certainly happen through the legislative/initiative process. If so, Pleasanton can <br /> easily modify its housing plans to reduce housing. However, the City recently spent over $3 <br /> million fighting the law in court, and did not prevail. Therefore, barring legislative changes, the <br /> City Council has no other option than to make a good faith effort to plan for compliance with <br /> current California housing and air quality laws. <br /> The "Draft Vision Statement" contains many good concepts, and most would not limit <br /> Pleasanton's ability to meet its long term workforce housing requirements, though some would <br /> add to our housing obligations. Unfortunately, within the context of this considerable challenge, <br /> the Vision Statement does not directly address many legitimate concerns that both ESSPTF <br /> members and the public have expressed regarding development of the area in a way consistent <br /> with our need to plan for a jobs/housing balance at buildout. These concerns include the desire to <br /> minimize the development footprint to preserve the maximum amount of open space habitat, and <br /> mitigating impacts on schools and other public facilities from an increased workforce population. <br /> Furthermore, the vision statement does not address (nor is it informed by) the need to find unique <br /> housing concepts would induce our talented commuting workforce to leave distant, less densely <br /> built suburbs and move to Pleasanton.
