combining these two grant requests, PCRT will make available their microphone systems for <br /> use at the Firehouse Arts Center. <br /> Commissioner De Baca Martens discussed with Mr. Judson the proposal to make the <br /> equipment available for use at the Firehouse Arts Center. She also had some concerns that <br /> the requested funds were only for equipment. Mr. Judson discussed the difficulties <br /> experienced by the repertory companies when they don't have the correct kind of equipment. <br /> Commissioners had questions regarding the different types of equipment, the number of <br /> pieces that could be purchased, and the price breakdown available, if the agencies could <br /> collaborate. They also discussed with Ms. Crose the possibility that such equipment could be <br /> purchased by the City for use at the Firehouse Arts Center. <br /> Pleasanton Cultural Arts Council — Arts in the Schools Program, Jill Vellinger - discussed the <br /> reconfiguration of the funding process being considered for this program. She shared <br /> information about arts programs that have been cut at various local schools and the vision they <br /> have to continue to support teachers who apply for grants for their programs. The Commission <br /> was advised that PCAC is trying to put together a turnkey program that would also include <br /> elementary school age children. <br /> For the benefit of new Commissioners, Commissioner De Baca Martens requested staff <br /> provide information on why a grant request for this program was not being allowed. Ms. Crose <br /> provided details on why grant funds cannot be used as pass-through funds for programs. <br /> Commissioner De Baca Martens discussed with Ms. Vellinger ways the Commission could <br /> help without the funds being considered "pass-through". <br /> Chairperson McLane closed the meeting for agency presentations and a 10-minute <br /> break was taken until 8:05 p.m. <br /> Commissioner Wedge questioned whether the Commission should consider funding an <br /> agency that had not presented at this meeting. Ms. Crose provided informal:ion and noted that <br /> when something similar occurred during the last funding cycle, City Council had requested that <br /> the agency be allowed to present to the Commission at another meeting. She advised that if <br /> the Commission wished to consider funding an agency that had not presented, they could <br /> request the agency to present at the April meeting. Commissioner Wedge thought awarding <br /> funding to an agency that had not presented was unfair to all of the agencies that had. <br /> Chairperson McLane agreed. Amended per Commissioner De Baca Martens —that in the grant <br /> application it has always been a requirement for a group to attend the meeting but that it was <br /> changed this year for all groups to attend but only certain groups were asked to present. <br /> Commissioner Wedge added that multiple communications had been Sent to the grant <br /> applicants but that no response from the group not in attendance had beer received to those <br /> communications. McLane/Wheeler 4-0-1 abstain (Loll). <br /> Commissioner Nealy felt it was important to consider funding Livermore Valley Opera's <br /> program for the Firehouse Arts Facility because it was the only planned opera program for the <br /> Firehouse.
