Approval of Proposed Affordable Housing Agreement for RREEF / Pleasanton Partners <br /> California Center Apartment Development <br /> Mr. Bocian noted that at the February 21, 2013, meeting the Commission had reviewed a staff <br /> recommendation for an Affordable Housing Agreement (AHA) for the proposed 305-unit <br /> apartment complex for the 8.4-acre California Center property. At the meeting, the Commission <br /> expressed concerns that the agreement terms did not meet their expectations and asked staff <br /> to meet with the developer to discuss further options. <br /> The Commission was advised that staff has met several times with the developer to work on <br /> developing an affordability level and unit mix that most closely meets the guidelines of the City's <br /> Inclusionary Zoning Ordinance (IZO), City development standards and design guidelines. As a <br /> result of these meetings staff is now presenting the Commission with two options for <br /> consideration: <br /> • Option 1 (the same option that was presented at the February 21 meeting) <br /> • Option 2 (revised plan that meets the City's IZO standard of 15% affordable units) <br /> Chairperson Casey opened the meeting for public comment at 8:35 p.m. <br /> Becky Dennis, Citizen's for a Caring Community- Commissioners reviewed a letter from <br /> Citizens for a Caring Community dated March 21, 2013. Ms. Dennis felt the Commission was in <br /> a position to make a difference by asking for a project that would provide something better for <br /> Pleasanton. She felt that Option 2 was a disappointment that fails to meet IZO minimal <br /> standards and falls short of the Hacienda TOD Standards and Design Guidelines. She <br /> indicated that recommendations by the Commission were important and suggested they <br /> consider having this project put on hold until a better solution can be achieved. Ms. Dennis felt <br /> it would be best for the Commission to state an opinion and direction that the City should be <br /> moving toward and that a clear process needed to be put in place. <br /> Patricia Belding, Pleasanton -concurred with Ms. Dennis' comments and the need for getting <br /> affordable housing in Pleasanton. She encouraged the Commission to take steps to work out a <br /> new environment for encouraging the development of affordable housing that did not involve the <br /> Page - 1 - <br />
