Housing Agreement due to their dissatisfaction with the level of affordability and the <br /> number of affordable units. Three representatives from Citizens for a Caring <br /> Community indicated their support for the Housing Commission's action and requested <br /> that the project be delayed until the nexus study is completed to adjust the Low Income <br /> Housing Fee and new inclusionary standards could be established. The Hacienda <br /> Owners Association's representative spoke in favor of the project. Another member of <br /> the public had general questions about the project. After receiving public testimony, <br /> the Commission approved the application on a 5-0 vote subject to staffs recommended <br /> conditions with the following modifications: 1) add the phrase "or as otherwise <br /> approved by the Director of Community Development" to condition nos. 40, 55, and 88; <br /> 2) modify condition no. 64 to indicate that Energy Star appliances shall be used if <br /> available; 3) modify condition no. 71 to require each retail tenant space to be sub- <br /> metered; 4) replace condition no. 93 with the agreement being crafted between the <br /> applicant and the Pleasanton Unified School District regarding school fees; 5) modify <br /> condition no. 100 to indicate that reclaimed gray water, rain water, etc. shall be used <br /> when available; and 6) revise the applicable sections of the development agreement if it <br /> is determined that the applicant is eligible for the NPID rate for the traffic fee and to <br /> incorporate the agreement being crafted between the applicant and the Pleasanton <br /> Unified School District. <br /> The Commission then unanimously voted to recommend to the City Council that the <br /> Council provide policy direction to the Housing Commission regarding affordable <br /> housing to assist the Housing Commission in its affordable housing recommendations <br /> as other housing projects move forward. <br /> DISCUSSION <br /> As the project has been conditioned, staff is satisfied with the site design, density, <br /> housing type and affordability, building design, and open space/amenities. The <br /> attached Planning Commission staff report presents a more thorough discussion of the <br /> project, including: General Plan conformity, zoning and uses, Housing Site <br /> Development Standards and Design Guidelines conformity, site plan, traffic and <br /> circulation, parking, noise, grading and drainage, building design, signage, Universal <br /> Design, Green Building, Climate Action Plan, school impacts, landscaping, tree <br /> removal, affordable housing, development agreement, Growth Management, and <br /> developable square footage in Hacienda. <br /> PUD FINDINGS <br /> Please refer to the attached Planning Commission staff report, pages 27-30, for a <br /> discussion of the considerations needed to approve the proposed PUD development <br /> plan. <br /> PUBLIC NOTICE <br /> Notice regarding the proposed project and related City Council pubic hearing were <br /> mailed to property owners within 1,000 feet of the subject property and tenants of the <br /> Archstone Apartments, Hacienda Commons Apartments, Eaves Pleasanton <br /> Apartments, and the Metro 580 Shopping Center and was also published in the local <br /> newspaper.
