It is <br /> important to note that an ordinance, which does not define roads as structures, <br /> would not preclude the City's discretionary review authority whereby any proposed <br /> road could be modified or prohibited if such a roadway was found to be <br /> inconsistent with policies of the Pleasanton General Plan.
