Remove language related to the design and environmental review processes <br /> referenced on the proposed Code Chapter for roads and streets as it will occur <br /> regardless of whether it is included in the ordinance and does not need to be <br /> repeated in the draft Code Chapter. <br /> 4. Staff should explore providing an inventory of City ridgelines on vacant properties <br /> affected by the proposed Code Chapter in advance of individual development <br /> applications. <br /> 5. Delete the exemption to streets and roads that are part of a Specific Plan <br /> approved prior to November 2008. <br /> The Planning Commission continued the proposed Code Chapter and requested that <br /> staff reply to its questions and comments made at the public hearing. Refer to the <br /> attached Planning Commission staff report (Attachment #4) and the minutes of the public <br /> hearing (Attachment #5) for a detailed description of the discussion at this meeting. <br /> Planning Commission Public Hearing, March 13, 2013 <br /> On March 13, 2013, the Planning Commission re-opened the public hearing on Chapter <br /> 18.70, reviewed the staff memorandum, received public testimony, and voted 5-0-0 to <br /> forward the proposed Code Chapter to the City Council with the following revisions: <br /> 1. The top of structures (except cupolas, chimneys, or similar appurtenances) on the <br /> subject property shall not extend above the top of the closest ridgeline setback. <br /> 2. Eliminate the exemption process for manufactured slopes, streets and roads on <br /> slopes greater than a 25-percent grade, and for streets or roads to landlocked <br /> properties. <br /> 3. Eliminate the references in the proposed Code Chapter to the City's design and <br /> environmental review processes for streets or roads, which are done anyway and <br /> do not need to be repeated in the ordinance. <br /> 4. The City Council should consider directing staff to create an inventory of ridgelines <br /> that when completed would be incorporated into the proposed Code Chapter. <br /> 5. Roads are structures and cannot be constructed on hillside areas prohibited by <br /> Measure PP from development nor can the roads anticipated in a Specific Plan <br /> approved prior to November 2008 be exempted from Measure PP. <br /> Refer to the attached Planning Commission memorandum (Attachment #2) and minutes <br /> of the public hearing (Attachment #3) for a detailed description of the discussion at this <br /> meeting. <br /> Page 4 of 11 <br />
