Measure PP. The City Council discussed the implementation options and <br /> recommendations identified in the staff report, received public testimony, and provided its <br /> direction on the following issues: <br /> 1. Methodology for Determining 25-Percent Slope. <br /> The City Council defined the calculation of the 25-percent slope as a specific value <br /> based on the distance between contour lines on a topographic map. They also <br /> clarified that the WIS (Weighted Increment Slope) formula should not be used in <br /> the calculation of slope. <br /> 2. Methodology for Defining Contour Intervals. <br /> The City Council chose two-foot contour intervals. <br /> 3. Definition of Ridge and Ridgeline and the 100-Foot Setback. <br /> The City Council defined ridgeline as a continuous ground line connecting a series <br /> of hills located at their highest elevations ending at the last peak on each end of <br /> the landform. The "last peak" would be defined as the point at which the elevation <br /> of the ridgeline no longer rises in elevation, and only decreases in elevation. <br /> 4. Definition of Streets and Roads as Structures. <br /> The City Council concluded that streets and/or roads and their attendant <br /> infrastructure are a structure in that they are a physical improvement on the <br /> property intended to accommodate development of residential and commercial <br /> structures and, therefore, are covered by Measure PP unless the street or road is <br /> covered by a Specific Plan or PUD Development Plan approved prior to November <br /> 2008. <br /> 5. Manufactured (Modified) Slopes over a 25-Percent Grade as amended. <br /> The City Council chose determined that modified slopes of 25-percent or greater <br /> are covered by Measure PP and are excluded from the developable area of the <br /> property, but allowed for the consideration of potential exceptions on a case-by- <br /> case basis through the public development review process. <br /> The Council directed staff to prepare an amendment to Title 18, the Pleasanton Municipal <br /> Code, for the proposed Code Chapter 18.70 on ridgeline and hillside protection and to <br /> have the proposed Code Chapter before the Planning Commission in January 2013. <br /> Refer to the attached City Council staff report (Attachment #6) and the minutes of the <br /> public hearing (Attachment #7) for a detailed description of the discussion at this meeting <br /> Planning Commission Public Hearing, January 23, 2013 <br /> On January 23, 2013, the Planning Commission opened the public hearing on Chapter <br /> 18.70, reviewed the staff report, and received public testimony. After discussion, the <br /> Planning Commission continued the public hearing to February 13, 2013 and made the <br /> following comments: <br /> 1. Consider applying the ridgeline setback to the top of proposed structures rather <br /> than the pad elevation of structures. <br /> Page 3 of 11 <br />
