He also explained that the bus pullout would be <br /> shifted over so as to be almost completely behind the adjacent sound wall. He said he did not anticipate <br /> an obstruction related to the bus stop or any decreased dealy in lefthand turning abilities but would <br /> continue to monitor the location. <br /> Vice-Mayor Cook-Kallio asked whether the intersection of Suttergate and Santa Rita is troublesome in <br /> terms of accidents and whether preventing lefthand turns at this location would be appropriate. <br /> Mr. Tassano said the collision pattern there is not as poor as in locations where they have elected to <br /> install medians preventing lefthand turns. Introduction of Ordinance to amend Title 11, Chapter 11.20, Section 11.20.010 of the Pleasanton <br /> Municipal Code changing various speed limits on City of Pleasanton streets as part of the speed <br /> limit review and update of engineering and traffic surveys <br /> Mr. Tassano presented the staff report. He explained that the California Vehicle Code establishes a <br /> select number of universal speed limits, generally 25 mph on residential streets, 65 mph on freeways, <br /> 55 mph on two lane roadways, and 15 mph in alleyways. For roadways not falling under these specific <br /> requirements, the code allows local agencies to determine the appropriate speed through the <br /> preparation of an engineering traffic survey that must be updated every 7 years. <br /> The requirements outlined in the code are intended to reflect the premise that most people observe a <br /> reasonable speed and that 80% of accidents are caused by the fastest 15% of drivers. The primary <br /> purpose of the traffic survey is to determine critical speed, as represented by 85th fastest speed out of <br /> 100 vehicles. Critical speed is then rounded to the nearest 5 mph increment, with the exception of <br /> certain unusual elements that allow another 5 mph reduction to the posted speed. The code also <br /> establishes the difference between local and arterial roadways and provides guidelines in terms of <br /> where the City might best adjust speeds when transitioning between these areas. He noted that any <br /> posted speed limits not complying with these guidelines are not enforceable via radar. <br /> Mr. Tassano reported a total of 130 reportable segments within the City, 25 of which are discussed in <br /> the attached report.
