Approve plans and specifications, review bids, and award contract to Carone and Company, Inc. <br /> in the amount of $1,025,523.40 for the Staples Ranch: Stoneridge Drive and Santa Rita Road <br /> Intersection Improvements project, CIP No. 115034 <br /> Director of Community Development Dolan introduced the item. City Engineer Kirkpatrick provided the <br /> staff report via Powerpoint presentation, stating that the item pertains to completion of a project <br /> required as mitigation measure in the Environmental Impact Report for the Staples Ranch project. The <br /> project was fully funded in the FY2012 Capital Improvement Project. <br /> Mr. Kirkpatrick reviewed the intersection orientation and identified the proposed traffic signal <br /> improvements and lane realignments. The most notable changes include conversion of one of the two <br /> righthand turn lanes onto southbound Santa Rita Road into a free turn lane, addition of a dedicated <br /> right turn lane from northbound Santa Rita onto eastbound Stoneridge, widening of Santa Rita both to <br /> the east and west, narrowing of the median from 6 to 3 feet in this same area, a new bus pullout with <br /> shelter, new sidewalks, significant landscaping and extension of the Iron Horse Trail link from its current <br /> terminus to the traffic signal. <br /> The estimated cost of the project is $1.3 million with funding sources to include Stonerdige Specific <br /> Plan Fees, City of Livermore fees associated with the extension of El Charro Road, and Alameda <br /> County Surplus Authority fees. With award of the contract occurring tonight, construction would begin in <br /> April and be completed in October to tie in with a number of related projects culminating with the <br /> opening of the Stoneridge Drive bridge. The contractor is required to maintain at least two lanes of <br /> open traffic plus a turn lane in each direction during construction. There are however likely to be a <br /> number of temporary lane closures and the existing bus stop will be temporary moved further to the <br /> south. <br /> Mr. Kirkpatrick stated that the project was competetively bid with the total contract price coming in a bit <br /> lower than the engineered estimate of approximately $1.2 million. <br /> Councilmember Brown noted the staff report shows a cost of $1,025,000, roughly $250,000 less than <br /> the contract price. She asked what, in addition to $150,000 for the bus pullout, this variance consists of. <br /> Mr. Kirkpatrick explained that the $150,000 for the bus pullout was approved in a prior CIP and the <br /> remainder is for a standard 10% contigency for unforseen issues. <br /> Councilmember Brown and Mr. Kirkpatrick confirmed that Stoneridge narrows to one lane in each <br /> direction as it approaches Livermore and that this may be expanded to two lanes in each direction if <br /> traffic demands warrant it. <br /> Mr. Fialho explained that the policy adopted by the Council allows that flexibility after one full year of <br /> operation. <br /> Mayor Thorne opened the item for public comment. <br /> Angelina Summers, Suttergate Avenue, expressed concern that the free righthand turn lane from <br /> eastbound Stoneridge onto southbound Santa Rita would create a constant flow of cars that would <br /> make it extremely difficult to make the lefthand turn out of Suttergate onto Santa Rita. She also worried <br /> that moving the bus stop closer to Suttergate would block the view of cross traffic for those turning off of <br /> Suttergate.
