IV. SUMMARY OF ENVIRONMENTAL AND EIR MITIGATION <br /> MEASURES <br /> 1. Construction Noise—Best Management Practices. Construction best <br /> management practices, including the following, will be implemented to reduce <br /> construction noise: <br /> a. Locate stationary construction equipment as far from adjacent occupied <br /> buildings as possible. <br /> b. Select routes for movement of construction related vehicles and equipment so <br /> that noise sensitive areas, including residences, and outdoor recreation <br /> areas, are avoided as much as possible. Include these routes in materials <br /> submitted prior to the issuance of building permits. <br /> c. All site improvements and construction activities will be limited to the hours of <br /> 8:00 a.m. to 5:00 p.m., Monday through Saturday. In addition, no <br /> construction will be allowed on State and federal holidays. If complaints are <br /> received regarding the Saturday construction hours, the Director of <br /> Community Development may modify or revoke the Saturday construction <br /> hours. The Director of Community Development may allow earlier "start <br /> times" for specific construction activities (e.g., concrete foundation/floor <br /> pouring), if it can be demonstrated to the satisfaction of the Director of <br /> Community Development that the construction and construction traffic noise <br /> will not affect nearby residents. <br /> d. All construction equipment will meet Department of Motor Vehicle (DMV) <br /> noise standards and will be equipped with muffling devices. <br /> e. Prior to construction, the allowable hours of construction activity will be <br /> posted on site. <br /> f. A noise disturbance coordinator will be designated and will be responsible for <br /> responding to complaints about noise during construction. The telephone <br /> number of the noise disturbance coordinator will be conspicuously posted at <br /> the construction site and will be provided to the Director of Community <br /> Development. <br /> g. Additional best management practices may be required by the Building and <br /> Safety Division and/or City Engineer. All additional best management <br /> practices will be reviewed and approved by the Building and Safety Division <br /> and/or City Engineer, prior to implementation. <br /> 2. Construction Access Plan. Prior to the issuance of final improvement plans or <br /> grading permits, there will be a construction access plan which will be subject to <br /> the review and approval of the City Engineer.
