The critical speed was measured at 39 mph. This critical <br /> speed would suggest a 40 mph limit, but with the land use consisting of high density <br /> residential to the north, and a hospital to the south, staff is recommending the 5 mph <br /> reduction for a final recommended limit of 35 mph. <br /> Bernal Avenue <br /> Five of the ten segments of Bernal Avenue were reviewed with one of the segments <br /> having a critical speed 7 mph higher than the posted limit. This segment, Vineyard <br /> Avenue to Nevada Street, has a posted limit of 30 mph. The critical speed was <br /> measured at 37 mph. The recommended limit is 35 mph. This will provide a smooth <br /> transition from the 30 mph segment to the south and the 40 mph segment to the north. <br /> Chabot Drive <br /> Both segments of Chabot Drive are posted with a 30 mph limit and consist of two lanes <br /> with a center lane for left turns. <br /> The segment from Stoneridge Drive to Owens Drive had a critical speed of 36 mph. <br /> This segment has a low accident rate which supports the recommended limit of 35 mph. <br /> Page 4 of 10 <br />
