During the construction the contractor is required to maintain two lanes of through traffic <br /> in each direction on both Santa Rita Road and Stoneridge Drive. Generally, the <br /> contractor will be required to maintain the ability for a motorist to make left or right turns <br /> from each approach to the intersection, although a turning movement may occasionally <br /> be restricted for worker safety reasons. <br /> In addition to the recommended contract work, to date a considerable amount of <br /> construction has already been completed for this project, including acquisition of <br /> easements and property to facilitate the free turn lanes, grading, and the relocation of <br /> utilities by PG&E. As a result, work related to the recommended construction contract <br /> will begin immediately after contract execution. <br /> DISCUSSION <br /> Bids <br /> Sealed bids for this project were opened on February 12, 2013. A total of four bids were <br /> received ranging from $1,025,523.40 to $1,231,308.00 (see Attachment 1, Bid <br /> Summary). The low base bid amount is approximately 85% of the engineer's estimate of <br /> $1,200,000. <br /> The low bid of $1,025,523.40 was received from Carone and Company Inc. of Concord, <br /> California. All bid documents were found to be in order and past work performed by this <br /> contractor was verified to be satisfactory. <br /> A project funding and estimated expenditure summary is included as Attachment 2. The <br /> project contingency for the project is set at (10%) in anticipation of unforeseen <br /> conditions. Note that this project is being funded entirely with various "non-city" sources, <br /> including funding from the Alameda County Surplus Property Authority (ACSPA) paid to <br /> the City to offset the cost of Staples Ranch traffic mitigations, from the City of Livermore <br /> paid to offset the cost of El Charro Road freeway interchange improvements, from <br /> Staples Ranch development fees, and from Traffic Development Fees earmarked for <br /> the bus shelter turnout. A detail of project funding is included as Attachment 2. <br /> Schedule <br /> The anticipated schedule for the project is as follows: <br /> Approval of Plans and Specifications and Award of Contract March 5, 2013 <br /> Start of Construction April 2013 <br /> End of Construction October 2013 <br /> Page 3 of 4 <br />
