In Pleasanton today there is little agricultural activity remaining. It is primarily limited to <br /> grape-growing along the Vineyard Avenue corridor. Most of the city's agricultural lands <br /> are within specific plan areas, or within Planned Units Developments (PIJDs), or both. In <br /> those cases it is the existing specific plans and PUDs, and not this code amendment, <br /> that would govern agricultural activities. Aside from specific plan areas and PUDs the A <br /> Agriculture and R-1 One Family Residential zoning districts permit and conditionally <br /> permit a variety of agricultural activities. The A district covers limited land, but the R-1 <br /> district is broadly mapped throughout the city. <br /> In order to insure that R-1 neighborhoods are not negatively affected by agricultural <br /> employee housing, yet are still allowed to grow food for domestic use, it is proposed that <br /> "agriculture" be defined as a commercial use. The raising of plants and animals for <br /> private, non-commercial purposes would be permitted in both the A district and the R-1 <br /> district without allowing the employee housing (except, pursuant to Secl:ion 17021.5, six <br /> or fewer employees in a single dwelling). It is further recommended that some limited <br /> commercial-scale agriculture be permitted in the A district and conditionally permitted in <br /> the R-1 district. The higher impact commercial-scale agricultural uses would be <br /> conditionally permitted in the A district and not permitted in the R-1 district. The table <br /> below shows the general concept of this proposal. The shading represent areas of <br /> change from existing regulations. <br /> R-1 One-Family <br /> A Agricultural Residential <br /> District District <br /> Limited raising plants& animals for <br /> Permitted Permitted <br /> private, non-commercial purposes <br /> Limited commercial-scale <br /> agricultural uses* Permitted <br /> Higher impact commercial Conditionally <br /> agricultural activities* Permitted <br /> SIAreas where change would occur <br /> * Allows employee housing of up to 36 beds or 12 units/spaces <br /> The primary impact of the proposed amendment would be in the R-1 district, where <br /> limited commercial agriculture would require a conditional use permit, and conditionally <br /> permitted agricultural activity would not be permitted. However, the only higher impact <br /> agricultural activity currently conditionally permitted in R-1 which would become not <br /> permitted is the raising of rabbits and fowl. Any legally existing commercial agriculture <br /> would be allowed to continue as a legal non-conforming use. Under this proposal that <br /> activity would be prohibited. <br /> Page 3 of 4 <br />
