Motion carried by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: One vacancy <br /> MATTERS INITIATED BY COUNCIL <br /> Mayor Thorne stated that the deal with the voting machine is not an exercise it vanity. Somewhere <br /> along the line he heard it was required, but Oakland tells him it is not. He suspects they are in place to <br /> help the hearing impaired and he believes it is a good thing to use these things. <br /> COUNCIL REPORTS <br /> Councilmember Pentin reported attending a regular and subcommittee level meeting of the Alameda <br /> County Waste Management Authority. The only action taken was to establish the voting structure for <br /> the upcoming Energy Committee, but the decision to opt in or out has not yet been made. The vote <br /> established 3 votes for the City of Oakland, 2 each for Alameda County, Berkeley, Fremont and <br /> Hayward and 1 each for the remaining 11 communities. He also attended a meeting with Zone 7 with <br /> Mr. Fialho and Director of Operations Services Smith. <br /> Mr. Fialho said the next meeting is scheduled for the May/June timeframe. One item on the agenda is <br /> the disbanding of the Committee of Valley Water Retailers, which was established as a watchdog <br /> group for Zone 7. There has been some general discussion about reformatting the structure into more <br /> of a liaison type meeting between all the agencies including CalWater and Zone 7 and to use that as a <br /> forum to discuss issues, policies and disputes that might exist. <br /> Councilmember Brown reported that she and Vice-Mayor Cook-Kallio attended a LAVTA introduction <br /> and training session. Tomorrow she and Councilmember Pentin will attend a training seminar with the <br /> League of California Cities. <br /> Mayor Thorne said he attended his first Alameda County Transportation Commission meeting and was <br /> assigned to 3 subcommittees. Tomorrow he will join 4 other Tri-Valley mayors in Washington, DC to <br /> meet with various agencies and congressional and senate representatives as well as attend the US <br /> Conference of Mayors. They will be specifically discussing 1-580, 1-680 and highway 84 as a <br /> permanent component of the transportation deal, issues related to the Iron Horse Trail, and TV30 <br /> funding. The 5 Mayors will be supporting a bill to be introduced in the 113" Congress that would <br /> reinstate the availability of those funds for operating expenses. They will also have an opportunity to <br /> attend the President's Inauguration. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 9:20 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
