information the Commission proposed several changes to the Conditions of Approval, as reflected in <br /> the Council's report. With regards to fence height, the Commission elected to allow the applicant to <br /> work with the Greens throughout the development process to determine whether a 6-foot or 7-foot <br /> fence height would best balance their desire for views with their need for privacy. Staff recommended <br /> shifting Lot 3 slightly northwesterly to increase the building setback from the Green's property and to <br /> shift the homes on Lots 1 and 2 to the south in order to provide a broader view corridor. The applicant <br /> also agreed to limit construction to the hours of 9 a.m. to 4:30 p.m. if construction is to extend over a <br /> period of several months or more. Based on these changes, the Commission was unanimous in <br /> supporting the project and recommending it to the City Council. <br /> Commissioner Brown requested and Ms. Stern provided clarification on guest parking, which should <br /> be suitably accommodated by each lot's parking aprons and additional off-street paving opportunities. <br /> Mayor Thorne opened the public hearing. <br /> Bruce Myers, Pacific Union Buildings, said he and Brannon Development of Danv Ile have partnered to <br /> form Danville School Street Investors and are committed to providing the same quality of development <br /> here as partners that they have as individuals. He said they have worked well with neighbors, City <br /> staff, the Planning Commission, and the constraints of the site in order to present a balanced and well- <br /> conceived development plan for the site. <br /> Commissioner Brown thanked Mr. Myers for going to such lengths to ensure the Green's satisfaction. <br /> Mayor Thorne closed the public hearing. <br /> Vice-Mayor Cook-Kallio said she too appreciated the applicant's efforts to rectify the Green's concerns <br /> as well as their outreach to staff, the Commission and the Council. <br /> MOTION: It was m/s by Cook-Kallio/Brown to introduce to and waived full reading of Ordinance No. <br /> 2058 approving a Planned Unit Development to construct a four-lot detached single-family home <br /> development on an approximately 2.23-acre site located at 362 Sycamore Road and a vacant lot (APN <br /> 948-17-7-4), within the North Sycamore Specific Plan area. Motion carried by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: One vacancy <br /> 25. Consider approval of the Loan and Governance Agreement with Tri-Valley Housing Opportunity <br /> Center and authorization of additional financial assistance expenditures of up to $51,567 <br /> City Manager Fialho presented the staff report. He provided a brief background on Tri-Valley Housing <br /> Opportunity Center (TVHOC), a 501(c)3 formed in 2005 with the active participation of five Tri-Valley <br /> cities. Since inception, TVHOC has coordinated homebuyer programs, conducted educational <br /> counseling for first-time buyers, administered down payment assistance programs, offered lease <br /> purchase programs, and served as a clearinghouse for inclusionary housing programs. TVHOC has <br /> an annual budget of approximately $290,000, which includes 2 fulltime equivalent employees, <br /> including an executive director, and an 8 member board. Regionally, TVHOC reaches over 260,000 <br /> citizens and ensures that the full value of current programs and a significant economy of scale are <br /> achieved by its 5 member cities. <br /> In recent years, the overall condition of the economy has affected TVHOC's ability to raise funds and <br /> to sell a portion of its real estate holdings located in downtown Livermore. At the time of acquisition, it <br /> was anticipated that the commercial site would be sold and the proceeds of the sale would help to <br /> finance much-needed capital improvements as well as relieve some of the debt associated with their <br /> other mortgages.
