acknowledged that Councilmembers have served on various task forces, some of which were very <br /> successful, but said the presence of a Councilmember can change the tenor of the conversation. He <br /> would like to see if the absence of Councilmembers allows for an equally or perhaps more successful <br /> process than they have had in the past. <br /> Councilmember Pentin concurred. He said the two appointed Planning Commissioners are doing an <br /> excellent job, their influence is very important to the process, and that he does not wish to undermine <br /> their efforts. <br /> Vice-Mayor Cook-Kallio also concurred and said the Council was careful and intentional in its efforts to <br /> remove politics from this task force. She said there is merit in both the absence and the presence of <br /> Council on a task force but the fact is that people tend to defer to members of the Council whether <br /> they present themselves as such or not. <br /> Councilmember Brown said she has no particular interest in serving as Chair; it is a matter of <br /> procedure that would have her do so if she were to remain on the Task Force. <br /> MOTION: It was m/s by Cook-Kallio/Pentin to rescind Councilmember Brown's appointment and to <br /> appoint two at-large members, one each to be appointed by Councilmembers Brown and Pentin <br /> through the standard process, to the East Pleasanton Specific Plan Task Force. Public Hearing: PUD-93, Bruce Myers, Danville School Street Investment — Consider an <br /> application for Planned Unit Development (PUD) to construct a four-lot detached single-family <br /> home development on an approximately 2.23-acre site located at 362 Sycamore Road and a <br /> vacant lot (APN 948-17-7-4), within the North Sycamore Specific Plan area <br /> Planning Manager Stern presented the staff report, providing a brief description of the subject site <br /> located at 362 Sycamore Road. The 2.23-acre site, originally comprised of two lots, sits within the <br /> North Sycamore Specific Plan area. The Land Use Plan of the plan area provides two planning <br /> designations for the two sites. If developed concurrently, the sites could support office/commercial <br /> use. If developed separately then both lots would be restricted to low-density residential use. In this <br /> case the proposal is for low-density residential development. <br /> Ms. Stern reviewed a site plan depicting the four proposed lots, which extend from a private driveway <br /> at Sycamore Road and extend to Sycamore creek at the rear. The site is situated next to one adjacent <br /> home owned by the Green family. She reviewed site elevations and building footprints, noting that the <br /> proposed square footages and floor area ratios are generally low compared to the size of the lots. The <br /> four proposed homes range in size from 3,400 to 3,500 square feet where the allowable square <br /> footage would range from 5,000 to 5,500. <br /> The proposed development does call for the removal of several heritage trees, all of which are in <br /> declining health or have been determined to be unsuitable for preservation by an arborist. The <br /> applicant's landscape plan would replace a number of trees with seven 24" Box Coast Live Oak as <br /> well as other 15-gallon sized trees. <br /> The Planning Commission reviewed the project and heard testimony from the neighboring Green <br /> family relating to concerns for privacy, setbacks in relation to their own home, preservation of views of <br /> the Pleasanton Ridge, building height, and construction hours. The Commission continued the item <br /> and the applicant installed story poles to better illustrate the potential impacts.
